Results: The licensee summarized the areas of information noted above. The licensee stated that the successful functioning of the reorganization and the proper implementation of the described programs would result in a strengthened Consumers Power Company overview and management control of the Midland project.

Meeting Details This meeting was conducted to inform the NRC of recent modifications to the Consumers Power Company (CPCo) Project and QA organizations as these concern the Midland Project. Also, CPC0 informed the NRC of contracts for external evaluations of their QA Program and professional services for consultation of their project quality implementation.

Subjects discussed included the following:

1.

Midland Project Reorganization and the integration of CPC0 and Bechtel Corporation parsonnel in the overall Midland Project with r,pecific emphasis on Quality Assurance.

Evolution of the Midland QA organization and initiation of the Midland Project Quality Assurance Department (MPQAD). The licensee stated this group has an overview of project work, participates in decision making, and performs audits of site QC.

3.

Review of stop work authority instructions to provide additional.

authority to site QA/QC personnel to stop work. Nonconformance reports are initiated by the site QC inspectors and transmitted to production for resolution.

4.

Consultants from the external organizations to provide new external evaluations and professional services to CPCo. The evaluations are to provide an assessment of resolution of past problems, of quality of hardware in place, and of the total QA programs. The professional services are to provide preliminary consultation, recommend quality colleges and improved strategy

for project quality implementation.

5.

The Regional Director concluded the meeting with the observation that the material had been well presented. The Director stated that in his judgment, the successfuil implementation of the de-scribed reorganization and program additions, and modific,ations would result in a more positive CPCo management control over the Midland Project.
