Licensee Action on Previous Inspection Findings (Closed) Open Item (330/82-08-02): The inspector verified that the Test Program Manual (TPM) was revised to reflect the current Technical Department Organization and an appropriate FSAR change submitted.

(0 pen) Open Item (330/82-17-01): The licensee proposed to take control of the whole panel at the time a portion of that panel is turned over for testing to minimize the possibility of inadvertent system alterations by construction personnel during checkout of adjacent electrical systems. The inspector noted that details of the policy implementation had yet to be worked out with construction.

(Closed) Unresolved Ito,(330/82-17-02): The licensee committed to submitting safety related generic test results for TWG review and to expanding the position discription for the NSSS and AE representatives on the Test Working Group as stated in the TPM.

(Closed).Open Item (330/82-17-05): The licensee stated that generic test procedures would be incorporated into the Reference Tracking System (RTS) but that preoperational and startup test procedures would

not be added due to limited system capacity. The licensee also stated that the TPM would be revised to clarify the use of the RTS as it applies to the test program.

(0 pen) Open Item (330/82-17-06): The inspector discussed the role of the Technical Department in the review of design changes and modifica-tions with'the licensee and noted that further investigation into the matter was warranted.

(Closed) Unresolved Item (330/82-17-07): The licensee committed to incorporating the provisions of ANSI 18.7 requiring independent verification and temporary jumper or lifted leads identification. The inspector stated that administrative controls governing functional testing of equipment were established in plant Procedure 1042.2.

(Closed) Open Item (330/82-17-08): The licensee stated that the Test Engineer's concurrence was required for any maintenance activities as part of the out of service and tagout procedures.

Equipment Protection and Cleanliness The inspector reviewed the licensee's program to verify that a formal program for housekeeping activities during preoperational testing had been established and included provisions for:

a.

Implementation of cleanliness zones, keyed to the progress of construction and testing.

b.

Control of facilities and equipment including cleanliness, environment, and fire protection / prevention.

c.

Periodic inspection to assure the adequacy of housekeeping.

The inspector noted that prior to startup testing most of the respons-ibility for area cleanliness remained with the Architect Engineer but that responsibility for individual systems once turned over was assumed by the Ifcensee. The inspector also noted that provisions had not been established to assure system integrity once preoperational testing was completed but prior to final system turnover. The-lack of an adequate program for equipment protection and cleanliness during this interim period is considered in open item (330/82-19-01) pending further inspector review.

The inspector verified that water chemistry controls had been established for fluid systems undergoing preoperational testing, including:

4.

Test and Measurement Equipment The inspector reviewed the licensee's program to verify that admin-istrativo controls had been established for special test equipment including:

a.

A listing of controlled test equipment, the calibration requirements, and the calibration history.

b.

Controls for storage and issuance to preclude use of equipment which has not been calibrated within the specified interval.

c.

Requirements for recording test equipment identity and calibra-tion date in test procedures to permit retest if equipment is subsequently found out of calibration.

No items of noncompliance of deviations were identified.

5.

Training The inspector reviewed the licensee's program to verify that training requirements had been established in writing for all personnel involved in the test program. The inspector noted that required QA/QC training was not specified in the TPM nor tracked by the Technical Department.

Although the actual QA/QC training was conducted by MPQAD, the re-sponsibility for assuring adequate training of test personnel in this area remains with the Technical Department. The lack of specific QA/QC training requirements for test personnel is considered an open item (330/82-19-02) pending further inspector review.

No items of noncompliance or deviations were identified.

6.

Exit Interview The inspector met with licensee representatives (denoted in Paragraph 1)

on September 22, 1982. The inspector summarized the scope and findings of the inspection. The licensee acknowledged the statements by the in-spector with respect to the open items.
