On April 20, 1983, a review was completed of the allegations contained I

in 01 Inquiry File No. Q3-83-004, in reference to the Midland Nuclear Power Plant, Units 1 and 2, Midland, Michigan. The allegations that

were specific enough in detail to warrant inquiry were of-a technical nature and did not appear to fall within the realm of the'0ffice of

Many of the allegations were reviewed by Region III and resulted in Report No. 50-329/80 M -330/80-11 Docket Nos. 50-329; l

50-330 being issued.

nspection was conducted by Messrs. C.H. WEIL, R. F. COOK, C. E. JONES, E. W. LEE, and H. H. LIVERMORE of Region III during the period March 6-July 31,1980, regarding Consumers Power l

Company's Quality Assurance Program, as related to the heating, venti-1ation and air conditioning contractor's activities at Midland Nuclear

Power Plant, Units 1 and 2.

This inspection reviewed and looked into twenty-one allegations (dealing with material traceability, violation of procedures, falsification of i

records, and the training of quality control inspectors) regarding the Zack Company work at the Midland construction site. Twelve of the twenty-one allegations were substantiated, and resulted in noncompliance with Title 10 Code of Federal Regulations, Part 50 (10 CFR 50),

In March of 1983 discussions were held between the members of Region III management, Regional Administrator, James G. Keppler; Deputy Regional Administrator, A. B. Davis; Regional Atty. S. Lewis; the Chief of Region III Projects Branch 2. W. D. Shafer; and the Director of the OI Field Office Region III. Eugene T. Pawlik, and it was mutually agreed that the allegations presented in Q3-83-005 fell under the purview of Region III and were not 01 issues.

In lieu of this decision, this Inquiry consisting of Case File No.

Q3-83-005 will be considered CLOSED unless further developments warrant further inquiry.
