Inspection on Augyst 1-31. 1981 (Report Nos. 50-329/81-18: 50-330/81-18)

A eas Inspected: Examination of site conditions; examination of specific l

laydown areas; licensee audit pcrtaining to material storage maintenance; allegations pertaining to small bore piping installations; soils settlement public hearings; and underrated terminal strips for Limitorque Valve Opera-tors. This inspection involved a total of 21 inspector-hours onsite by one NRC inspector including 0 inspector-hours onsite during off-shitts.

Results: No items of noncompliance or devictions were identified.

Functional or Program Areas Inspected a.

Site Tours At periodic intervals during the report period, tours of selected site areas were performed. These tours were intended to assess the cicanliness of the site; storage conditions of equipment and piping being used in site construction; the potential for fire or other-hazards which might have a deleterious effect on personnel and equip-i ment; and to witness construction activities in progress. It was notel during these tours that the licensee had commenc.ed digging de-watering wells in the area of the service water building.

Examination of Laydown Area During the reporting period, the laydown aree was examined.

It was noted that piping and equipment were stored on dunnage and the area appeared drained. Pipe caps were installed on saiety related piping and segregation existed between safety and nonsafety related items.

c.

Licensee Audit During the reporting period, the l'icensee prepared and started a comprehensive audit to determine the effectiveness of their storage maintenance program and adherence to procedure FPG 5.000, Maintenance /

Allegations - Sunil Bore Pipe Installation

j During the reporting period, the Resident Inspector was informed by

the individual making allegations pertaining to small bore piping installations that a document package containing the results of the NRC investigation into these matters had been received. The licen-

written a letter to the individual explaining some of their policy on handling additional allegations.

On August 13, 1981, the public hearings pertaining to soil settlement issues recessed until 9:00 A.M. on October 13, 1981, at the Midland

i County Court House. The Midland Site Resident Inspector Office sup-ported the hearing staff during the reporting period and the Senior

Resident Inspector was called to testify on August 13, 1981.

During the reporting period, the licensee informed the Resident Inspec-tor and Region III that. their investigation into the 50.55(e) Ites

i No. 81-01 addressing underrated terminal strips in Limitorque Valve

Operators revealed that it could not be determined on six additional

model terminal strips whether these strips are envi'ronmentally quali-

!

fled. One of the terminal strip models designated Buchanan No. Po 824 j

has been determined to be not environmentally qualified and must be replaced. The licensee ~has requested Limitorque to supply evidence i

of environmental qualification for the remaining terminal strips used

in the valves sent to the Midland Site.

Reactor Inspectors Messrs. R. Landsman and J. Norton on August 5,1981 and C. Erb and K. Ward on August 14, 1981.
