Plant Systems Section Inspection Summary Inspection on August 3-5, 1981 (Reports No. 50-329/81-15; 50-330/81-15)

Areas Inspected: Benchmark stability as it relates to surcharging of borated water tank valve pits; and containment No. I post tensioning quality records.

l This inspection effort involved a total of 20 inspector-hours by one NRC in-spector.

Results: No items of noncompliance or deviations were identified in the areas inspected.

Benchmark Stability The inspector requested stability data on surveying bench marks used onsite. The topic was previously discussed in a conference call be-

l tween Consumers Power Company, Bechtel, NRR and IE on July 20, 1981.

Specifically, the stability of benchmark PBM-1 was questioned.

PBM-1, which is installed in the plant fill, will be used to monitor the surcharging of the borated water storage tank valve pits.

The inspector determined that, within the accuracy of the surveys performed, benchmark PBM-1 has been stable in relation to USGS benchmark 7C, since its installation in September of 1976.

Pc.st Tensioning Quality Records The inspector reviewed quality records relative to containment No. 1 post tensioning operations. QC inspection reports concerning tendon insertion, button heading, stresr.ing and greasing operations were re-viewed as follows:

Vertical Tendons:

V21-1, V22-1, V29-1, V30-1, V73-1, V74-1, V85-1, V86-1, V101-1, V102-1; Horizontal Tendons:

H21-4, H21-46, H13-33, H13-34; H32-015, H32-046; i

H32-49, H32-50, H21-15, H21-16; and-2-

All records were found to be in accordance with requirements.

Exit Interview The inspector met with licensee representatives (denoted in the Persons Contacted section) at the conclusion of the inspection on August 5, 1981.

The inspector summarized the purpose and findings of the inspection. The licensee acknowledged the findings reported herein.
