Inspection Summary Inspection on July 1-31, 1081 (Report Nos. 50-329/81-17: 50-330/81-17)

Areas Inspected: Examination of site conditions; allegations pertaining to installation of small bore piping systems; management meetings; meeting with soils settlement hearing intervenor; and soils settlement hearing. This inspec-tion effort involved a total of 63 inspector-hours onsite by one nRC inspector including 2 inspector-hours onsite during off-shifts.

Results: No items of noncompliance or deviations were identified.

Functional or Program Areas Inspected a.

Site Tours At periodic intervals during the report period, tours of selected site areas were perfonned. These tours were intended to assess the cleanli-

ness of the site; storage conditions of equipment and ' piping being i

used in site construction; the potential for fire or other hazards

which might have a deleterious effect on personnel and equipment; and I

to witness construction activities in progress.

Allegations - Small Bore Pipe Installations

l During the reportipg period, the NRC (Resident Inspector, Regional

Offices and Headquarters) received allegations pertaining to the i

licensee not adhering to the requirements of the NRC Immediate Action l

Letter (IAL) dated May 22, 1981, which addresses small bore piping system installations,and the licensee using questionabic design con-l trol for field changes (redline of drawings). These allegations had been received by the licensee during the previous reporting period.

i As a result of the alleger caning to the NRC, a Regional based inspec-tor performed additional inspection effort into small bore piping systun activities. The Resident Inspector was made cognizant of the findings.

These inspection efforts revealed that the licensee was performing within the requirements of the IAL and that deficiencies did exist i.

The person making allegations was contacted in person by the NRC and the pre 1Lainary finding fran the inspection referenced above were relayed to the individual.

Management Meeting As a result of the inspection findings pertaining to irregularitics in control and review of small bore piping system design packages, the NRC Regional Management (Deputy Director and other staff members)

met with Consumers Power Company and Bechtel Power Corporation manage-ment and engineering staff personnel on July 24, 1981 to resolve these issues. This resulted in Consumers Power Company submitting a letter to the NRC (1tr. J. W. Cook to J. G. Keppler dtd. 7/27/81) describing the acti-3. ties to be performed to control " redlining" of construction drawings.

Fketing with Soils Settlement Hearita intervenor During the reporting period, the Resident Inspector met with a local intervonor in the soil settlanent hearings at the Midland Public Library. The meeting was sanctioned by the NRC legal council par-ticipating in the soils settlement hearing and Regional Management.

The purpose of the meeting was to offer an abbreviated explanation of the conditions which resulted in the licensee making 10 CFR 50.55(e)

reports to the NRC during 1980 and 1981. The May 22, 1981 NRC 1mmed-late Action Letter (IAL) pertaining to small bore piping and subse-

quent inspection effort as a result of allegations in this area was

Hearings - Soil Settlement issues On July 7,1981, public hearings pertaining to sail settlement issues commenced at the Midland County Court House, Midland, MI.

Exit Interviews i

The Resident Inspector attended the Exit Interview conducted by Mr. I. Yin, Region III Reactor Inspector on July 17, 1981, and the

meeting conducted by Mr. A. B. Davis, RIII Deputy Director on July 24,

1981.

The Resident Inspector met with licensec representatives (denoted in paragraph 1) on July 31, 1981. The inspector summarized the scope and findings of the inspection effort to date. The licensee acknow-ledged the findings reported herein.
