Areas Discussed The NRC stated that some of the Region III I&E inspectors had the precep-tion that the recently reorganized QA staff for the Midland project was still not functioning smoothly.
These preceptions were attributed to:
1.
Staffing of QA Organization Was not perceived as aggressive and effective, a.
b.
Some QA managers were perceived as showing a lack of knowledge in the Midland Quality Assurance program.
c.
Personality differences have surfaced between Consumers Power personnel and Bechtel where these people have a QA interface.
d.
There are vacancies in the QA organization and some QA supervisors appear to have excessive backlogs.

Lack of Control of Bechtel's Activities Bechtel's openess with Consumers Power personnel appears to a.

Consumers Power Company should conduct more independent verifica-t ion of information received from Bechel.

-Additional effort by CPCo Project Management and QA Management should be exercised in the-resolution of problems and determina-tion of important root causes of problems.

Lack'of Timeliness In Providing Documentation to the NRC

It took months to get records for qualification of compaction a.
equipment.

There appeared to be a reluctance to provide calibration data-for post tensioning jacks.
Information for an audit performed in May 1980 was not available c.
within several days at the site.
CPCo indicated these matters would-be pursued.
Some explanation and clarifications were provided by CPCo.
