Subjects Piscussed: Meetings were held with the plant manager, members of his staff, and corporate staff. The purpose of these meetings was to discuss the current status of emergency preparedness related facilities, equipment, and activities plus the projected status of these items for the emergency preparedness exercise and appraisal, scheduled for March and April 1983, respectively. The meetings involved 26 inspector-hours by 3 NRC inspectors.

Results: The licensee will formally notify appropriate federal, State, and local officials that the March 1983 exercise has been postponed. The emergency preparedness appraisal has also been postponed. The new tentative exercise date will be the last quarter of 1963 or first quarter of 1984.

EOF Meeti_n3 The inspectors met with licensee representatives at the Emergency Operations Facility (EOF) located at the Bay City Service Center. This EOF is not a dedicated emergency response facility (ERF). The EOF is comprised of one large room and several smaller, adjacent rooms. At the time of the meeting, furniture in the crisis management section of the large room was arranged in accordance with the current EOF floor plan.

The licensee indicated that, based on experience gained during a mid-December drill, the floor plan of this room was subject to change. Tables and chairs in the remainder of the large room were arranged for a meeting.

The licensee estimated that the EOF could be converted from its normal (conference room) configuration to its ERP configuration within 30 minutes after certain Service Center personnel had been so notified. However, notification procedures for those Service Center staff having building keys have apparently not been finalized. The conversion time estimate is s'so based on the assumption that all EOF equipment is stored at the Service Center. The EOF's data acquisition system components cre not yet installed, as system checks at an onsite location are incomplete.

status boards visible in the EOF were not all finalized, as evidenced by written comments on the boards. The ERF's independent and uninterrupti-able AC power supply is in place.

The licensee's present concept of operations requires that the Bay City EOF and the General Office Control Center (GOCC) in Jackson, Michigan, will be activated simultaneously.

However, all EOF functions would be

accomplished by the GOCC until corporate staff arrive at the Bay City EOF and indicate their readiness to assume EOF responsibilities. The inspectors advised that the feasibility of this concept of operations

should be demonstrated during the initial exercise. This item is currently being examined by the Office of Inspection and Enforcement and is an open item in the SER.

Onsite Meeting Information contained in the following paragraphs describes the current and projected status of onsite emergency preparedness related facilities, equipment, and activities. Due to a construction related delay that adversely impacts the scheduled fuel load, the licensee recognized the desirability of postponing the emergency preparedness exercise and apprai-sal previcusly scheduled for March and April 1983, respectively. Although a new fuel load date has not yet been projected, the appraisal and exercise have tentatively been rescheduled for the period October 1983 through March 1984, with the appraisal preceding the exercise by at least three months. The licensee will inform organizations that would have participated in the March 1983 exercise of its postponement.

The inspectors toured the Technical Support Center (TSC), Operational Support Center (OSC), and the Centrol Roem.

Based on this tour and li-censee comments, it is doubtful that these facilities would have been in the desired state of readiness for the March exercise. The licensee expects that data acquisition system components will be installed in the TSC during the first quarter of 1983. The TSC's radiation monitoring system may not be in place by that time.

Although much of the TSC's interior walls, duct-work, lighting, communications lines, and carpeting installation work has been completed, the licensee has not finalized the layout of the facility's management and technical support groups' workspaces. Only blank status boards were mounted in the TSC, while no local area maps were visible.

All appropriate drawings are apparently not yet maintained in the TSC's document room.

The OSC rooms presently serve their everyday functions as a machine shop and a lunchroom and appears to be much too small to perform its functions. The inspectors did not observe any area radiation monitoring devices or emergency supplies in the OSC.

Control Room instrumentation installation and calabration work is still underway. While the TSC, OSC, and EOF were activated during the mid-December drill, the simulator was used instead of the Control Room. The inspectors could not locate Control Room displays for onsite meteorological data.

Installation of the automated accountability system has begun. The onsite meteorological monitoring system will be linked to the TSC computer in the Spring of 1983, while the offsite dose projection model and associated hardware should be operational by April 1983.

of 1983. The licensee anticipates that the majority of radiation monitoring system components will be installed by 1984. The licensee was advised that the adequacy of the accountability system must be demonstrated prior to licensing and that sufficient radiation monitoring system components must

be installed prior to the appraisal so that the adequacy of associated I

procedures and training could be evaluated. The placement and contents of emergency kits and supplies will also be evaluated during the appraisal.

The licensee indicated that the bulk of onsite emergency plan impicmenting

,

procedures (EPIPs) are in draft and are undergoing internal review. Alter-native communications mechanisms, to ensure that minimum shift staffing requirements will be met during an emergency, are still under licensee evaluation. While the licensee considers some EPIPs to be finalized, the

,

I inspectors deferred any review of such EPIPs until the appraisal. The licensee was reminded to provide the Region III staff with finalized, com-plete sets of all EPIPs for the Plant, EOF, and GOCC approximately 60 days before the appraisal.

The licensee stated that the majority of onsite personnel have completed a general training program on the Emergency Plan. Many having emergency

response assignments have also undergone additional specialized training.

Training syllabi and records will be reviewed during the appraisal. Walk-j throughs will be conducted to further determine the adequacy of onsite emergency preparedness training. The training program appears to be on l

schedule for the appraisal.

The FEMA Region V Regional Assistance Committee (RAC) recently issued its

initial, interim findings on the adequacy of State and County emergency planning and preparedness for the Midland Plant.

Since the licensee had just received this information, the RAC findings were not discussed in great

,

detail. The RAC identified inadequacies in 14 of the 15 planning standards included in its review, with three of these standards categorized as having major deficiencies. The inspectors were told that the State-administered, four part training program for offsite agencies having emergency response tasks had been scheduled to begin in late January 1983. However, in view of the postponement of the March exercise, offsite agency training may

also be deferred.

The licensee stated that the prompt public notification system within the 10-mile Emergency Planning Zone (EPZ) had been installed but was not yet

completely operational. Draft emergency information brochures have been sent to appropriate offsite authorities for comment. Alternative mechanisms for disseminating these brochures to the transient population within the EPZ are still under consideration.

The Control Room will be notified by hotline from the Dow Chemical Plant emergency center of an actual or imminent toxic gas release. While the Control Room has design features intended to assure its habitability during such a release, the TSC and other assembly areas will not be equipped with venti 11ation system monitors for toxic vapors. When the inspectors expressed concern over the need to detect toxic gases in such locations, the licensee responded that a procedure has been drafted for utilizing portable equipment to measure airborne toxic vapor concentrations. The adequacy of the licensee's procedures and equipment for dealing with a Dow Chemical toxic gas emergency will be evaluated during the appraisal.

Conclusion Based on the current and projected status of onsite and offsite emergency preparedness, and the fuel load delay, the inspectors concurred with the licensee to postpone the scheduled emergency preparedness appraisal and exercise. Once the licensee has committed to a new fuel load date, arrangements will be made for another pre-appraisal management visit and for a re-scheduling of the appraisal and initial exercise.
