Background Information As a result of Region III inspector concerns identified during the May, 1981, team inspection (81-12)", the licensee was requested to conduct overinspections of all of the previous inspections performed by nine Quality Control (QC) inspectors. The licensee has completed these overinspections for eight of the nine QC inspectors. The licensee has taken the position that sufficient overinspections have been completed for the ninth inspector which precludes the need to complete the remaining overinspections pertaining to that inspector.

Meeting The meeting was initiated by the licensee to present a preliminary

report on the disposition of results of electrical overview inspec-I tions at the Midland Plant, Units 1 and 2.

The licensee presented the preliminary results of the Midland Plant

'

Quality Assurance Department (MPQAD) overinspections of cable installa-

.tions previously inspected by nine QC inspectors. This preliminary report identified 55 misrouted Class IE cables. Each of the misrouted cables was illustrated by sketches included in the report. The thrust

Concern".for.each of the misrouted cables and the actions to be taken by the licensee to provide assurance that "The majority of the few i

misinstalled cables expected in the total population will not impact safety adversely...."

The licensee stated that although the actions to be taken are not completely developed they will include analysis

and/or special inspections.

The meeting ended with the licensee verbally committing to do the following:

a.

Report to Region III within two weeks their intentions in regards to the NRC's request that all of the remaining overinspections of the nine QC inspectors be completed.

b.

Develop, for review, the Quality Control Instructions which will implement the special cable installation inspections.

c.

Develop, for review, the training to be provided to QC inspectors

prior to the special inspections,

d.

Develop, for review, the criteria for "high risk raceway."

e.

Submit a revision to the Midland FSAR acknowledging that uniden-tified misrouted cables exist and the actions taken.to analyze the safety significance of the unidentified misrouted cables.
