FIRE PORTECTION - PRAIRIE ISLAND We have completed our review of your letter dated February 9, 1981 which requested postponement of the installation of (1) some of the fire wall penetration seals (2) protection for part of the structural steel in the Unit 2 side of the turbine building and (3) the fire door for the fire t

pump enclosure, FIRE WALL PENETRATION SEALS Pec aus corresponcence on this subject has indicated that you'have expended si;,ificant resources and have made good faitn efforts to complete the installation of qualified fire barrier penetration seals throughout the tec unit Prairie Island Plant during the past year. Your letter of February 9, 1951 indicated that you have installed all but 95 penetration seals out cf a total of 2000 seals. You also indicated tnat the remaining seals are in the vicinity cf steam or feedwater piping or below critical switchgear cabinets.

We understand this to mean= that personnel access to these areas is not eitner available cr prudent during power o;;erating conditions and that, werefore, the olant nast be shutdown to permit installation of these re aining seals.

In support of your request for a postponement you indicated that the presently installed unqualified seals, installed fire detection instruments and manual and automatic fire suppression equipment are considered adequate i

to limit the spread of fire while seal upgrading is being completed.

Based en our review we conclude that'you have shown good cause for extending tne completion date for installation of the remaining fire wall penetration seals to November 17, 1981, and that the public health and safety is not adversely l

affected by such extension. Accordingly, pursuant to 10 CFR 50.48(d) the date for installation of the remaining fire wall penetration seals is hereby I

extended to idovember 17, 1931.

Fraire Island Plant. Your letter of February 9, 1981 indicated that you have completed these coatings for the Unit 1 side of'the turbine building and have only to complete the coatings on,the Unit 2 side above the 727 foot level.

You indicated that the protective coatings cannot be installed in these areas during power operations due to personnel safety considerations and the adverse impact cf the turbine hall environmental conditions on the curing of the coating materials.

In support of your request for a postponement you indicated there is no safe shutdown equipment located in these turbine hall areas and that'the structural steel coating already in place justify continued operation of Unit No. 2.ntil the next refueling shutdown, now scheduled to begin in late February 1931. Based on our review we conclude that you have shown good cause for extending the completion date for the installation of the Unit-No. 2 turbine building structural steel protective coatings to prior to startup following the forthcoming Spring 1981 refueling outage, and that the public health and safety is not adversely affected by such extension.

.Accordingly, pursuant to 10 CFR 50.48(d) the date for installation of the remaining coatings is hereby extended to prior to startup following the forthcoming Spring 1981 refueling outage.

FIRE PUMP ENCLOSURE Previous corresponoence on this subject has indicated that you have expended significant resources and have made good faith efforts to conclete the 4 stallation of the motor criven fire pump enclosure during the past year.

Ycur letter of February 9, 1981 indicated that the fire rated door and door frame required to enable the completion of this enclosure had been ordered

reviously but was then found not to meet the re:Lired specifications.

Therefore, the door anJ door frame had to be recraered thus introducing the delay in the completien date for this installaticn.

In support of your recuest for a postponement you indicated that redundancy in water scoplies to the plant fire suppressicn '.ater system is assured by the cctor criven fire pumo, the ciesel criven fe pum;, the screen wash sump and the safeguarcs grace cocling water system.

Based on our review we conclude that you have shown good cause for extending the completion date for the fire pump enclosure and the related diesel oil day tank curbing to June 1, 1981 and tha+ the public health and safety is not adversely affected by such extens:)n.

Accordingly prusuant to 10 CFR 50.48(d) the date for installation of the fire pump enclosure and related day tank curbing is hereby extended to June 1, 1981.

A copy of the related Notice of Extension, which is being forwarded to the Office of the Federal Register for publication, is enclosed.
