50-306 DPR-60 Request for Relief from the Requirements of 10 CFR Part 50, Sections 50.48 (c)(2), (c)(3), and (c)(5), Schedule for Completion of Appendix R,Section III.J, Emergency Lighting Modifications Appendix R to 10 CFR Part 50 became effective on February 17, 1981.

Section 50.48(c) contains the schedule for compliance with the provisions of Appendix R and specifies the submittal of certain design and schedule information for NRC Staff review. A schedule exemption for submitting plans and completing modifications required by Section III.G of Appendix R was submitted by Northern States Power Company on March 13, 1981. Plans and schedules for satisfying other requirements of Appendix R were submitted on March 19, 1981. The purpose of this letter is to request an additional exemption to the schedule contained in Section 50.48 for completing modifications to meet the requirements of Appendix R,Section III.J, Emergency Lighting.

As described in our Mar;n 19, 1981 letter we have completed an evaluation of the existing AC/DC emergency lighting system at Prairie Island. This review concluded that the present system could not meet the criterion that a postu-lated fire in any area of the plant cannot cause the loss of lighting in areas needed for access to or for operation of safe shutdown equipment.

We will proceed with the purchase and installation of 8-hour battery powered lighting units to satisfy the requirements of Appendix R,Section III.J.

Required locations for these units are now being finalized.

A 10 to 12 week delivery schedule can be met by the manufacturer of the unit selected for installation. Taking into account a reasonable period for mounting and wiring the units following receipt, we believe all lighting units can be in place by the end of the next refueling outage of each unit (spring 1981 for Unit No. 2 and autumn 198' for Unit No. 1).

The existing emergency lighting system, while not immune from all fire damage, is reliable and flexible. Portable lighting units are available for use by A 3(

Director of NRR November 16, 1981 Page 2 stated in our March 13, 1981 letter, we believe that a delay in the imple-mentation of Section III.J of Appendix R will not be detrimental to public health and safety. Accordingly, we are at this time requesting the foregoing extensions of the schedule requirements specified in paragraphs 50.48(c)

(2), (3), and (S) for Appendix R,Section III.J requirements. Please contact us if you have any questions related to this request or if we can furnish additional information related to this issue.
