GINNA NUCLEAR POWER PLANT AMENDMENT TO PROVISIONAL OPERATING LICENSE Amendment No. 46 License No. DPR-18 1.

The Nuclear Regulatory Commission (the Commission) has found that:

A.

The filing~'y Rochester Gas and Electric Corporation (the licensee) dated May 4,

1981, as supplemented by information dated July 30,

1981, compl.ies with'he standards" and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.set forth in 10 CFR Chapter I;-

The facility wi 11 operate in conformity with the filing, throvisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted withcut endangering the health and safety of the public; and (ii) that such activities will be conducted in compliance'ith the Commission's regulations; The i ssu ance of thi s amendment wi 1 1 not be inimica I to the common defense and security or to the health and safety of the public; and The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, Provisi.onal Operating License No.

DPR-18 =is hereby amended by adding a new Paragraph 2.E(3) to read as follows:

The licensee shall fully implement and maintain in effect all provisions of the Commission-appi.oved Guard Training and gualification Plan, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p).

This approved Plan consists of a document withheld from public disclosure pursuant to 10 CFR 2.790(d) identified as. "R. E. Ginna Nuclear Power Plant, Unit No.

1 Training and gualification Plan", dated April'23, 1981 (transmitted by letter dated May 4, 1981), including revised pages dated July 29, 1981 (transmitted by letter dated July 30, 1981),.

The Guard Training and gualification Plan shall be,fully implemented, in accordance with 10 CFR 73.55(b)(4) within 60 days of this approval by the Commission.

This license amendment is effective as of the date of its issuance.
