We have performed a preliminary review of your Proposed Amendment No. 68 (Fire Protection) to the Rancho Seco Technical Specifications. As previously agreed to by SMUD, the proposed Technical Specifications were to be based upon the relevant fire protection sections of NUREG-0130 " Standard Technical r

Specifications for B&W PWRs" with retention of the existing Rancho Seco Technical Specifications format.

Our review indicates that you have failed to incorporate all the provisions of the Standard Technical Specifications applicable to Rancho Seco fire protection. You are requested to revise your submittal considering the comments provided in Enclosure 1.

The enclosed comments do not specifically identify all of the missing items from your submittal. Consequently, you are requested to review again our Standard Technical Specifications, identify any variances.from the Standard Technical Specifications you request,'and provide and explanation for the variances in your submittal.

Submission of. the revised fire protection Technical Specifications is-requested within 30 days of receipt of this letter.

Section 3.14.1.1 All fire detection instrumentation that ensure operablility of Safety Related equipment are.to be : listed by type (heat, flame or smoke)iems and those _ instruments which automatically actuate fire protection sys were to be-identified. No type or actuation identification was provide by SMUD, and detection instrumentation in the control and computer room, communications room, turbine generator area, auxiliary building contain-ment penetration valve areas, HPI, LPI and make-up pump areas, etc. were omitted.

Section 3.14.1.2a Locations for monitoring containment air temperatures were omitted.

Section 3.14.3.1 All Safety _ Related area sprinkler systems are to be listed. Areas such as electricas penetrations, reactor coolant system make-up pump, auxiliary building containment penetration valves,. auxiliary building north-20' level, auxiliary building corridor -47' level, etc. were omitted.

Section 3.14.5.la "All stations-in the Auxiliary Building" is not descriptive. Provide a table such as Table 3.7-10 of the Standard Tech. Specs. listing all fire hose stations required to ensure operability of Safety Related equipment.

. hydrant hose. houses that are required to ensure operability of Safety Related equipment must be provided utilizing Table 3.7-11 of the Standard Tech. Specs. as a format example, and associated LCOs and SSs on page 3/4-7-36 of_ the Standard Tech. Specs..should be included. For clarity, in'clusion of:" fire barriers" in the Definitions Section 1.11 is appropriate.
