SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 35 TO FACILITY OPERATING LICENSE NO. OPR-54 SACRAMENTO MUNICIPAL UTILITY DISTRICT RANCHO SECO NUCLEAR GENERATING STATION DOCKET NO. 50-312 Introduction By letter dated June 19, 1980, as revised Novecher 17, 1980, the Sacramento Municipal Utility District (SMUD or licensee) requested changes to the Technical Specifications (TSs) appended to Facility Operating License No.

DPR-54 for the Rancho Seco Nuclear Generating Station (RS). The proposed changes are in regard to new Limiting Conditions for Operation and Sur-veillance Standards pertaining to newly installed fire protection equipment.

Discussion The proposed fire protection modifications, evaluated against Branch Tech-nical Position PCSB 9.5-1 in the NRC Fire Protection Safety Evaluation Report (SER) dated February 28, 1978, were found acceptable. Subsequently, the fire protection modifications were completed by the licensee and revised TSs were submitted to the NRC staff via Proposed Amendment No. 68 dated June 19, 1980.

Our preliminary review revealed discrepancies in the licensee's submittal which were resolved through additional written and verbal communications.

Accordingly, Proposed Amendment No. 68, Revision 1, dated November 17, 1980, was submitted to the NRC staff.

Evaluati on Installation of the fire detection instrumentation and fire suppression systems at RS meet the requirements established by the NRC, as indicated in the NRC SER dated February 28, 1978.

Proposed changes to the Limiting Conditions for Operation and Surveillance Standards are as follows:

RS 2.

Water Fire Suppression System OPERABILITY requirements for the water suppression system (such as pump capacity, water supply volume and flow path capability) have been identified, and suitable surveillance testing requirements on a frequency basis acceptable to the fiRC staff have been provided by the licensee. We find that NRC staff positions have been met in this regard and these pro-posed revisions are thus acceptable.

Spray and Sprinkler Systems Important spray and sprinkler systems are :pecified as to both location and OPERABILITY. Adequate surveillance measures have also been incorporated.

Thus, we find these proposed revisions acceptable.

C0 Suppression Systems 2

C0 fire suppression systems have been installed in areas containing impor-9 tabt electrical equipment such as the DC control rooms, 480 VAC rooms, diesel rooms, battery rooms and selected cable tray areas. C07 storage taak minimum volume and pressure requirements have been specified as well as system OPERABILITY statements. Surveillance Standards ensuring per-formance of this system are included. He find this proposed revision to the TSs acceptable.

Fire Hose Stations Locations of the fire hose stations and associated OPERABILITY requirements that are in agreement with flRC staff positions have been included in the pro-posed TSs, as well as surveillance measures requiring visual inspection, replacement and valve functional ability. We therefore find the licensee's proposed revision acceptable.

Fire Barrier Penetrations Requirements for functional ability and visual inspection have been provided by the licensee. We find this action acceptable.

Based on the above considerations, we find that the licensee's submittal l

meets flRC staff position and is thus deemed acceptable.

l Revised Section 10 CFR 50.48 and new Appendix R to 10 CFR 50 became effective February 17, 1981. Several provisions of Appendix R must backfit into all plants, including any plant specific items described in Appendix R that have not been previously approved by the flRC staff. One such plant specific item at RS is the requirement for a 5-man fire brigade. Existing TS 6.2.2.f i

specifies a 3-man brigade with no further clarification. With the licensee's concurrence, TS 6.2.2.f has been revised to incorporate the provisions of Appendix R requiring a 5-man fire brigade with defined training and physical quali fications.

RS Environmental Consideration We have determined that the amendment does not authorize a change in' effluent types *or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment involves an action which is insionificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4), that an environmental impact statement, or negative declaration and environ-mental impact appraisal need not be prepared in connection with the issuance of this amendment.

Conclusion We have concluded, based on the considerations discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amendment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endar.gered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendmer.t will not be inimical to the common defense and security or to the f.ealth and safety of the public.
