s' in accordance wi th Rancho Seco Nuclear Generating 'StationLTechnical Specification Sections 3.14.6 and 6.9.5.E. the Sacramento Municipal Utility District is hereby submitting the following Special Report concerning the s tatus of Fi re Barrier Penetration Fi re Seals.

Due to the continuing status ano scope of construction at Rancho Seco for the purpose of TMt related modifications, there have been a number of fi re barrier penetrations that have been ' non-functional" for periods greater than seven days. The provisions of Technical Speci fication Section 3.14.6.2 requi re a Special Report when this si tuation occurs.

Because the extensive construction activity to make the above mentioned modi fications requi res many penetrations through fi re barriers be made there will be a continual "non-functional" status of and left open, many fire barrier penetration seals.

In all cases that this is so, fi re watches have been, and will continue to be, established pursuant with the requirements of 3.14.6.2.

Since these penetrations are of necessity long term, repeated Special Reports shoulu ovi Le nccded to account for them.

Further, as additional openings are made for the purpose of const ruction, no Special Reports should be required, and this will be the policy followed by the District.

Any failure of a fire barrier penetration seal, not specifically due to construction, will be reported in the normal manner via the Special Report. Additionally, any failures to establish the hourly fire watch as required by Technical Soeci fication Section 3.16.6.2 will be reported via the Special Report, regardless of the reason for the non-functional condition of the penetration seal.

R. H. Engelken January 7, 1982 Rancho Seco is scheduled for a major outage to start in September of 1982. The purpose of this outage is to complete several TMI related modifications, thus allowing a large reduction in the number of non-functional fire barrier seals. At the end of this outage, we will return to the present system of issuing a special report for each occassion that a fire barrier seal is non-functional in excess of seven days.
