Letter from D.'G. Eisenhut to All Power Reactor Licensees dated April 10, 1980 In accordance.with the provisions of 10 CFR'Part 50.59, we are enclosing 40 copies of a requested amendment'to' license DPR-77 to change the technical specifications of Sequoyah Nuclear Plant unit 1 (Enclosure 1).

Also enclosed are justifications to support the proposed changes (Enclo-sure 2). .The purpose of the changes is to clarify the meaning of the term OPERABLE and how it applies to the single failure criterion for safety systems.

In' accordance with the requirements of 10 CPR Part 170.22, we have determined that the requested change is exempt from fees. The proposed change results from a written Commission request to clarify certain technical specifications and is submitted for the convenience of the Commission.
