TENNESSEE VALLEY AUTHORITY - CENTRAL EMERGENCY CONTROL CENTER EMERGENCY PLAN IMPLEMENTING PROCEDURE REVISIONS In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP). The affected documents are certain Central Emergency Control Center (CECC) Emergency Plan Implementing Procedures (EPIP).

U.S. Nuclear Regulatory Commission CNL-19-096 Page 2 October 22,2019 Description of Changes and Summary of Analysis CECC EPiP-12 TVA revised tliis EPIP to divide the reference section into subsections, to add references to an existing commitment, and to eliminate a reference to obsolete equipment. In addition, this revision simplified requirements for checking answering points from the Emergency Communication Notification System (ECNS) phones, and eliminated checks associated with the Forecast Radiological Emergency Dose (FRED) Code, the Radiological Emergency Dose (RED) Code, and the Back-calculation Radiological Emergency Dose (BRED) Code. TVA also added a fax number and an additional phone to be checked. Finally, TVA relocated the requirement for checking the Radiological Monitoring Control Center (RMCC) Field Coordinator Laptop and radio connectivity for Browns Ferry to a Browns Fen7 site procedure.

CECC EPIP-15 The revision to this EPIP updated references and position titles, and made other editorial changes. TVA also added items needed for water sampling to the equipment list, updated dosimetry terminology, and added a description of the activities log used by the Environs Assessor.

The changes above were evaluated in accordance with 10 CFR 50.54(q)(3) and 10 CFR 72.44(f). TVA determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
