Emergency Plan Implementing Procedure Revisions

Pursuant to Title 10, Code of Federal Regulations (10 CFR) 50.54(q)(5), and 10 CFR 72.44(f),

Tennessee Valley Authority (TVA) is submitting a description of changes to the Watts Bar Nuclear Plant (WBN) Radiological Emergency Plan (REP). The affected documents are the WBN Emergency Plan Implementing Procedures (EPIP) listed below :

Description of Changes

EPIP-5 revision 65 enacted the following changes :

  • Added protective action recommendations (PAR) 6 and 7 to forms and attachments to align with emergency plan classification logic procedure changes.
  • Added steps to notify the NRC of all REP declarations and PAR changes.
  • Updated the initial notification form.

EPIP-6 revision 60 enacted the following changes:

  • Added PARs 6 and 7 to the Site Emergency Director turnover data sheet.
  • Edited operational responsibilities of the positions of Operations Manager, Operations Communicato r and Main Control Room Communicator.
  • Deleted operational responsibility bullets from two procedure checklists for initial support center activation.
  • Added responsibilities to the NRG Coordinator checklist to ensure NRG is notified of declarations and upgrades.

These listed changes were evaluated in accordance with 10 CFR 50.54(q)(3) and 10 CFR 72.44(f). TVA determined that the changes did not reduce the effectiveness of the WBN REP.

The WBN REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
