Dear Mr. Pegan:

We have reviewed the draft environmental statement related to construction cf Palo Verde Nuclear Generating Station, dated A.pril 1979. We offer the following comments:

Page 2-18, 2.4.2.1 - Soils - It would be a help to know if a detailed soil survey has been made. If so, it should be stated and that it is available for review.

Page 2-18, 2.5.1 - Surface Water - Drainage areas of Winters Wash and East Wash need to be included along with a discussion of the potential for flooding the nuclear site. The damage, if any, resulting from high intensity storm runoff is not addressed in the report.

Page 2-20, 2.7.1.1 - Soils - (paragraph 1, last two sentences) - Does the information on pH, organic matter content, and texture apply to the surface layer, the subsoil, the substratum, or all three?

It is desirable to state the part(s) of the soil profile that is being discussed.
