Correspondence Related to State and Local Emergency Preparedness Funding at Palo Verde This is in response to your memorandum of April 15, 1985, in which you requested the Federal Emergency Management Agency (FEMA) to confi rm the adequacy of offsite prepar edness for Palo Verde with respect to the funding issues raised by the Coalition for Responsible Energy Education (CREE).

We have reviewed the material attached to your memorandum with particular attention being given to the CREE concerns.

Funding issues involving onsite/offsite emergency reponse organizations are not relevant to, nor were they a consideration in the FEMA finding relative to the adequacy of offsite emergency

plans, response operations, and/or related systems and procedures.

As stated in my memorandum dated March 15, 1985, FEMA finds that overall the State and local radiological emergency response plans are adequate.

Based on the results of the November 1984 exercise, offsite emergency preparedness has been demonstrated to be adequate and there is reasonable assurance that appropri ate protective measures can be implemented by offsite jurisdictions around the Palo Verde Nuclear Generating Station to protect the health and safety of the public in the event of a radiological emergency.
