Dear Mr. Oorgel:

Enclosed is a copy of the final exercise report for the May 3,1989, full participation joint exercise of the offsite radiological emergency preparedness plans site-specific to the Palo Verde Nuclear Generating Station. 'Ihe Palo Verde Nuclear Generating Station is located approximately two miles south of Wintersburg, Arizona. 'Ibe State of Arizona and Maricopa County, located in the 10-mile plurre emergency planning zone, fully participated in the exercise.

'Ihis exercise report was prepared by Region IX of the Federal Emergency Management Agency (FEMA) and includes the ummut.s resulting from the Regional Assistance Cammittee review. 'Ibere were no deficiencies l identified during this exercise. 'Ihere were, however, several areas i requiring corrective action and several areas r%- .. ailed for improvewnt.

A schedule of corrective actions has been included in the report.

Based upon the results of this exercise, the offsite radiological emergency plans and preparedness for the State of Arizona arx1 Paricopa County remain adequate to protect the health and safety of the public in

'the event of a radiological emergency at the Palo Verde Nuclear Generating Station. Therefore, the 44 CTR 350 approval granted to the State of

' Arizona on September 25, 1985 will remain in effect.

FD% Region IX staff will furnish a copy of this final exercise report to the State of Arizona and will assure completion by the State of the necessary corrective actions.
