PILGRIM NUCLEAR POWER STATION - CORRECTION TO TECHNICAL SPECIFICATION PAGES FROM AMENDMENT NOS. 169 AND 177 (EPID L-2018-LLA-0268)
Dear Mr. Sullivan:
By letters dated December 27, 1996 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML011910342), and July 31, 1998 (ADAMS Accession No. ML011910025), the U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 169 and 177, respectively, for Pilgrim Nuclear Power Station (Pilgrim). The NRC made errors in these amendments. Technical Specification (TS) pages 3/4.4-3 through 3/4.4-5, 3/4.8-3 through 3/4.8-20, and 7/8-1 through 7/8-17, as well as page 1-7 should have been deleted.
Amendment No. 169 revised TS 3/4.4, "Standby Liquid Control System," to reformat and modify this TS section to make it consistent with the Standard Technical Specifications (STS). This resulted in the TS section going from five pages to two pages; however, the NRC failed to mark the removal of TS pages 3/4.4-3 through 3/4.4-5 on the errata sheet.
Amendment No. 177 revised TS 1.0, "Definitions," and TS 3/4.8, "Plant Systems," to reformat and modify these TS sections to make them consistent with the STS. This resulted in TS 1.0 going from seven pages to six pages; however, the NRC failed to mark the removal of TS page 1-7 on the errata sheet. In addition, TS 3/4.8 section went from 20 pages to two pages; however, the NRC failed to mark the removal of TS pages 3/4.8-3 through 3/4.8-20 on the errata sheet.
Amendment No. 177 also deleted TS 7/8, "Radiological Environmental Monitoring Program,"
pages 7/8-1 through 7/8-17, and the information was relocated to the Pilgrim Offsite Dose Calculation Manual.
During its review of Pilgrim's license renewal application, the NRC staff notified the Atomic Safety and Licensing Board Panel by letter dated November 8, 2007 (ADAMS Accession No. ML073130042) that TS pages 3/4.4-3 through 3/4.4-5; 3/4.8-3 through 3/4.8-20; and 7/8-1 through 7/8-17 were deleted; however, the deleted TS pages were never removed from the NRC's TS authority file.
B. Sullivan Enclosed are corrected errata sheets for Amendment Nos. 169 and 177 to list the TS pages that should have been deleted during the administrative processing of those amendments. The above-referenced TS pages are identified with marginal lines on the corrected errata sheets.
These corrections are administrative in nature and do not change the NRC staff's conclusions in the safety evaluations for Amendment Nos. 169 and 177 for Pilgrim.
