Since the start of the EDG was unintentional, it is considered an Engineering Safeguards Feature (ESF) actuation and is being reported in accordance with 10CFRSO. 73 (a) (2) (iv). An electrician placing a jumper around one of the EDG fast start relays accidentally hit a third contact when placing the jumper. This shorted the fast start relay, which completed the start matrix and the EDG

started, Operations personnel and the electrician verified that shorting the fast start relay was the cause of the EDG start.

2.0 Safety Consequences and Implications

The number 1 EDG is designed to supply power to the lH emergency bus (EIIS-EK) during undervoltage conditions. During this event, the number 1 EDG was fully capable of performing its intended function. The~efore, the health and safety of the public were not affected. 3.0

Cause

An electrician placing a jumper around one of the EDG fast start relays accidentally hit a third contact when placing the jumper. This shorted the fast start relay, which completed the start matrix and the EDG started. 4.0 Immediate Corrective Action(s) Operations personnel and the electrician verified that shorting the fast start relay was the cause of the EDG start. The jumper was properly placed and, since the test required that the EDG be running, the voltage and speed permissive test commenced. 5.0 Additional Corrective Action(s) No further action was necessary. 6.0 Action(s) Taken to Prevent Recurrence The electrician has been counseled to proceed cautiously when installing jumpers.
