1.0 PURPOSE The purpose of this procedure is to provide guidance to Emergency Public Information Personnel to assure the dissemination of timely and consistent information about emergency events that have been reported to the Nuclear Regulatory Commission and appropriate state and local agencies.

3. 0 DEFINITIONS None 4.0 RESPONSIBILITIES 4.1 1 Notified Personnel All personnel contacted and/or responding to an Emergency Response Facility [e.g. Joint News Center (JNC)] are responsible for adhering to the requirements specified in the Site Emergency Plan, and any other applicable procedures, including this procedure, EPIP-EPP-27.

4.2 NMPNS taff The NMPNS staff is responsible for making initial notifications of an emergency at NMPNS to the Manager Nuclear Communications and Public Affairs or his designated alternate.

5. 0 PRECAUTIONS None 6.0 M TATIONS AND ACTIONS None 7.0 PROCEDURE 7.1 General 7.1.1 Information concerning emergency events will originate from the Nine Mile Point Nuclear Station (NMPNS) staff. It is necessary for the Nuclear Communications and Public Affairs (NUCAPA) and the Public Affairs and Corporate Communications (PACC) Departments to be notified of any event which may have possible public interest.

7.1.2 During an emergency NMPNS staff will notify the Manager Nuclear Communications and Public Affairs (Manager NUCAPA) or alternate, of any emergency condition at the station in a timely manner. The Manager NUCAPA and alternates are listed under the Nuclear Emergency Contacts section of the PACC on-call list. The Manager NUCAPA or alternate will record the notification information on a blank piece of paper. The nature of any particular event as well as its urgency will determine what constitutes timely notification. The Manager NUCAPA, or alternate will then decide on appropriate actions to be taken as described in this procedure, EPIP-EPP-27.

7.1.3 During non-emergency conditions NHPNS staff will keep the Hanager NUCAPA or alternate informed of all items of potential public or media interest for disbursement to appropriate public officials and media. The Hanager NUCAPA or alternate should notify and keep informed NUCAPA and PACC Department designees.

7.2 Internal PACC otifications Notification of NHPC personnel. should be initiated through the PACC emergency call out list.

7.3 otification of Public Officials The NHPNS staff of the affected Unit(s) will make notifications (as described in the Site Emergency Plan and Procedures) for all events requiring emergency response action.

7.4 edia Notification 7.4.1 edia Notification Guidelines Events requiring notifications of the news media are grouped into three (3) classifications. The nature of the incident, as well as the classification and other mitigating circumstances, will ultimately determine the type of action to be taken in each case. The events noted here are guidelines for media notification arranged from those requiring more extensive or urgent action to those of less importance.

a. elease of Radioactive Haterial Affectin Off-Site reas This includes any event which results in the release of such a quantity of radioactive material that emergency response measures are taken or contemplated by any outside agency.
b. uclear Accident Not ffectin Off-Site Areas These incidents involve radioactive materials, but do not generally require response actions by outside agencies.

c. on-Nuclear Accident Incident These are events not involving radioactive material, but which would likely be of high public interest.

They include:

Incidents causing major damage, i.e., fires or explosions.

Environmental effects such as fish kills, oil spills, or chemical or toxic releases.

Sabotage or security breaches.

Serious injury or death of individual(s) on-site.

Effects of earthquakes, floods, tornadoes, or other natural phenomena having potential for damage.

7.4.2 nit a Res onse to Media a 0 The Manager NUCAPA with assistance from the NUCAPA staff and PACC Department is responsible for all notifications to the news media in any accident/incident of public interest. Initially, all news media inquiries are to be directed to the PACC Department in Syracuse. Information on plant status, event description or other plant-related information will be issued by the Manager NUCAPA through the PACC Department offices in Syracuse.

b. If there is an accident/incident involving release of radioactive material requiring emergency response measures or protective action, it is the responsibility of the agency directing that action (New York State Department of Health, Oswego County Emergency Management Office) to make public announcements concerning protective actions to be taken by the public. The PACC Department will establish and maintain contact with these agencies for the purpose of cooperation in public announcements and press briefings.
c. With the approval of the Manager NUCAPA, Vice President PACC and the Manager Emergency Planning and Communications or their designees, the PACC Department will take one or more of the following actions:
1. Prepare a draft news release to be reviewed by the Corporate Emergency Director/Recovery Manager, Site Emergency Director or designee as appropriate (refer to Press Release Program, Enclosure 3, of EPIP-EPP-27).

2. Distribute the news release by phone, hand or mail as required.
3. Appoint a PACC Department Staff Member to be the primary source of information to the news media and public.
4. Activate the Media Response Program (See EPIP-EPP-27, Enclosure 4),in order to provide adequate responses to inquiries from the news media which might be generated by a news release.

All inquiries on the incident, plant status, etc.,

will be referred to the Media Response Program as described in EPIP-EPP-27, Enclosure 4.

5. 'ctivate Joint News'enter (JNC) or Alternate Joint News Center (AJNC) as appropriate. Details of JNC staffing are included in EPIP-EPP-27, Enclosure 2. The JNC activation is described in EPIP-EPP-27, Enclosure 6. Activation of the AJNC is described in EPIP-EPP-27, Enclosure 7.
6. Activate the Rumor Control Program (See EPIP-EPP-27, Enclosure 5) in order to provide adequate response to inquiries/rumors from the public. Public inquiries/rumors will be referred to the Rumor Control Center as described in EPIP-EPP-27, Enclosure 5.

7.5 Jo'nt News Center J C 7.5.1 The JNC is located at the McCrobie Building, 41 Lake Street, Oswego, New York. It will be activated after an Alert, Site Area Emergency or General Emergency has been declared at the NMPNS or for any event which attracts sufficient media interest to warrant face-to-face contact between Niagara Mohawk and the media. The JNC will provide a central facility for the release of all information to the news media. It will be activated and maintained by the Joint News Center Director (JNC Director). The JNC Director will be responsible for the coordination of activities at the JNC.

7.5.2 The Manager NUCAPA has overall responsibility for the Nuclear Public Information Program and related activities.

The responsibility for maintaining the JNC in a proper state of readiness is delegated to the Manager Emergency Planning and Communications. The Manager Emergency Planning and Communications and his designees should always have access to the JNC to monitor its readiness and keep it supplied accordingly.

7.6 lternate Joint News Center AJNC The AJNC will be activated in the event that the primary JNC must be moved or can not be activated due to protective action recommendations made by Oswego County. The AJNC will also be activated for any other reason the primary JNC cannot be fully activated as determined jointly by NMPC, Oswego County, and New York State, The AJNC is located at Niagara Mohawk Power Corporation's headquarters in Syracuse, N.Y. (See EPIP-EPP-27, Enclosure 7, Alternate Joint News Center (AJNC)

Activation, for a description of the AJNC floor plan).

8.0 CORD REVI W AND DISPOSITION 8.1 All documentation generated through the implementation of this procedure should be forwarded to:

EPIP-EPP-27, ENCLOSURE I NUCAPA PACC FUNCTIONAL RESPONSIBILITIES e enc i tor of Pub c Informatio In an emergency the Manager Nuclear Communications and Public Affairs or alternate becomes the Emergency Director of Public Information (EDPI). If necessary the Vice President of PACC will designate a PACC staff member to act as an alternate and become the EDPI. The EDPI will be a representative with a special understanding of nuclear power technology and Emergency Procedures. The EDPI will coordinate all outgoing information and will work closely with the TSC/EOF Liaison, and Technical Assessment staff in the EOF.

Responsibilities of the EDPI include:

a. Conducting routine interviews.

b. Coordinating. the Technical Briefers, Radiological/Technical Briefers, and other technical officials available to the press for information.
c. Coordinating activities with the JNC Director.
d. Maintaining contact with NMPC Senior Management and securing NMPC policy approvals from them as appropriate.
e. Coordinate with the JNC Director for the activation and operation of the Alternate Joint News Center (AJNC). Discussion of the decision to activate the AJNC should include the Corporate Emergency Director/Recovery Manager, representatives of New Yor k State and Oswego County, and the JNC Director.

SC EOF Liaison The Technical Data Coordinator or designee located in the TSC will identify a member of the Technical Department Staff to be the TSC/EOF Liaison. The TSC/EOF Liaison will communicate information from the TSC to the EOF Tech.

oint News Center Di ect r The Joint News Center Director (JNC Director) or designee will, when directed, activate and maintain the JNC or the AJNC and be responsible for the coordination of activities at both locations.

The EOF Administrator will coordinate with the Technical Liaison and Advisory Manager and arrange for these individuals to report to the JNC where they will be available for press conferences and background sessions. They will coordinate their activities with the EDPI and JNC Director.

A minimum of four Training/Health Physics Staff personnel may be designated to assist the EDPI or the JNC Director in providing technical support at press conferences and background sessions.

EPIP-EPP-27, ENCLOSURE 3 PRESS RELEASE PROGRA A. Press Release(s) should be written in the following manner:

1. Plant Information - The initial press release will contain basic information about the plant and NMPC.
2. Description - The press release will concisely describe the event and ascertain whether the event is:
a. Nuclear related?
b. Safety related'.

5. Joint News Center - If necessary, the press release will identify the location of the Joint News Center, with travel instructions.
6. Alternate Joint News Center - If necessary, the press release will identify the location of the Alternate Joint News Center, with travel instructions.
7. Present Plant Status The current status of the plant will be included in the press release.
8. Information Corrections Any inaccurate information in a press (NCTS l)release will be corrected in a press conference and in a subsequent press release.
9. Press Releases will be forwarded to all affected agencies (State, (NCTS 2)County, and Utilities) in a timely manner.

B. Press Release Approvals

1. The press release should be prepared by the NUCAPA/PACC Department.

It should be reviewed and approved by the Corporate Emergency Director/Recovery Manager, Site Emergency Director or designee, dated and initialed, and reviewed by the JNC Director, EDPI and Technical and/or Radiological/Technical Briefers prior to release. As necessary, a representative of the Legal Department should review the press release.

2. For Non-Nuclear Accident/Incidents approval of the Press Release must be obtained from the affected Unit (I or 2), Station Shift Supervisor (SSS) or his designee. Additional approvals may be obtained if necessary.

EPIP-EPP-27, ENCLOSURE 4 MEDIA RESPONSE PROGRAM Any event which may not require the activation of a Joint News Center may still prompt a large number of telephone inquiries. In order to adequately handle these inquiries, provide accurate responses to standard questions, and properly refer those inquiries needing special responses, a Media Response Program will be implemented. This Program will also be an integral part of a Joint News Center.

F The Media Response Program consists of a team of PACC,staff and clerical support assigned by the EDPI, JNC Director or designees. All initial statements will come from and all initial media inquiries will be referred to the PACC Corporate Offices in Syracuse in order to provide the public and media with timely information.

At the discretion of the EDPI, JNC Director or designees and with the concurrence of the Site Emergency Director or Corporate Emergency Director/Recovery Manager, the media may be subsequently referred to the Joint News Center.

The JNC Director has been delegated the authority to declare the JNC operational and will determine when the transition of responsibility for media inquiries and press releases will be assumed by the JNC.

At the direction of the EDPI, JNC Director or designees, the Hedia Response Team will report to the JNC. At the JNC, the Media Response Team will be expanded to include representatives of NYPA, State and County Public Information Personnel. Each member of the team will be supplied with the information and materials to handle inquiries.

The members of the Media Response Team will:

a. Log all contacts, including time of inquiry, identity, affiliation and telephone number of the caller and nature of the inquiry and response.
b. Provide authorized'statements and answer questions based on approved information available at the time.
c. Be authorized to give facts about Niagara Mohawk and the plant which are in their data and fact sheets, news releases and annual reports, if they are requested.

d. In addition, times and locations of press conferences and briefings, as well as names and telephone numbers of appropriate contacts in other agencies, may be supplied to the media.

Inquiries regarding further elaboration or special response will be referred to the appropriate source. If the appropriate sources are unavailable, a return call will be promised, "as soon as feasible". No guarantees to meet deadlines can be made, but every .effort will be made to do so.

EPIP-EPP-27, ENCLOSURE 5 RUMOR CONTROL PROGRAM Any event which requires activation of the Joint News Center (JNC) may prompt a large number of telephone inquiries. In order to avoid misunderstandings and exaggerations, a Rumor Control Program will be implemented.

The Rumor Control Program will be implemented from the Rumor Control Center located at the JNC. The Rumor Control Center is staffed by the Rumor Control Team composed of an integrated group of NMPC, NYPA, State and County Public Information personnel.

The rumor control program has two components. The primary component provides for the monitoring of the broadcast and print media for news report accuracy.

The second component deals with response to misinformation or rumors circulating through the public.

As the primary component of rumor control, audio/video equipment at the Joint News Center will be used to monitor and record news broadcasts and bulletins carried by radio and television stations. These broadcasts, as well as news reports in the print media, will be reviewed for accuracy. This off-air monitoring and recording capability will provide the opportunity for prompt identification of inaccurate or incorrect information. Any reports requiring correction will be brought to the attention of the appropriate state, county or utility representative. Corrections will be made during briefings at the Joint News Center by the appropriate spokesperson, or by contacts directly with the responsible station or publication.

Rumor control telephone lines have been installed at the Joint News Center.

The "Public Rumor Control" number will be announced at the first news briefing. This number is intended to provide the public with clarification of information that may be in conflict with official announcements. The "Public Rumor Control" number will be distributed to the state, county, and utility telephone operators for public inquiry referral. Personnel will be instructed to call this number to confirm information or to clarify rumors that may be circulating.

The rumor control telephone lines may be equipped with an automatic answering machine to provide a recorded message. The system can operate in three modes.

(I) A recorded message is provided after which the caller may be transferred to a member of the rumor control team if the caller stays on the line. The rumor control team member (a state, county, or utility representative) then responds to the specific inquiry of the caller or the call may be referred, or a call back made, if necessary. (2) The recorded message is used alone. (3)

A member of the Rumor Control team answers the call directly without the taped message. Availability of staffing, the nature'of the situation and type of calls would determine the operational mode used at any particular time.

The only information provided by a rumor control team member comes from written informational materials (Emergency Planning materials), EBS messages, and press releases. In addition, any message agreed upon by the state, county, or utility could be used, providing the ability to address specific incorrect or inaccurate information of which the rumor control team becomes aware.

EPIP-EPP-27 ENCLOSURE 6 JOINT NEWS CENT R JNC ACTIVATION The Joint News Center (JNC) will be activated when.NMPNS Unit I and/or II, declares an Alert or higher emergency classification, or for any operational event that receives sufficient media or public interest.

The Supervisor of Buildings and Grounds Department or a designee is responsible for the set up of the facility. The Emergency Director of Public Information (EDPI), the JNC Director or their alternates will contact the Oswego City Clerk or designee to unlock the building, if required. The JNC Director or his designee should also ensure appropriate security is established at the JNC. He should contact the Security Director or his designee located at the EOF and request that security personnel be dispatched to the JNC.

Upon arrival at the JNC, the Supervisor of the Buildings and Grounds Department and his staff will unlock the storage rooms and distribute all equipment and supplies to appropriate locations (See this EPIP-EPP-27, , Attachment 1 JNC Layout). Areas to be set up include Rumor Control Area, Media Response Area, Briefing and Media Area.

In addition to this equipment, appropriate audiovisual equipment will also be installed to ensure proper documentation of briefings and monitoring of media reports.'he Supervisor of Television Services will be responsible for the activation of all T.V. and radio equipment.

EPIP-EPP-27, ENCLOSURE 7 TERNATE JOINT NEWS CENTER AJNC ACTIVATION The AJNC will be activated in the event that the JNC (Primary). must be moved due to protective action recommendations made by Oswego County, or for any other reason the JNC cannot be fully activated. as determined jointly by NMPC, Oswego County and New York 'State. The AJNC is located in the auditorium at Niagara Mohawk Power Corporation's Headquarters, 300 Erie Blvd., West, Syracuse, New York.

l. The JNC Director or designee upon notification to activate the AJNC should:
a. Notify the Vice-President-PACC, the Manager of Administrative Services, the Security Director (located in the EOF), and the Central Region General Hanager. These individuals will provide the necessary support services to prepare for the activation of the AJNC and remain available to provide ongoing and additional assistance as required.
b. If the JNC is already activated, determine whether to dispatch an advance party of personnel to begin preparations for activation of the AJNC.
c. Based upon protective action recommendations, JNC personnel may be required to report to the Oswego County Emergency Worker Personnel Monitoring Center at the Volney Fire Station for any necessary monitoring.
d. When the AJNC has been established with equipment and personnel and ready to perform all necessary JNC operations, the JNC Director should notify the Corporate Emergency Director/Recovery Manager, New York State and Oswego County Officials.
2. With approval of the Corporate Emergency Director/Recovery Manager, New York State and Oswego County officials, the JNC Director will cease JNC operations and formally activate the AJNC.
3. The JNC Director upon activation of the AJNC, will encourage JNC staff and media representatives (if the JNC was activated) transferring to the AJNC to form car pools if at all possible. The formation of car pools is to ensure that transportation to the AJNC is available to all at the JNC staff and personnel, and to relieve possible parking congestion at the AJNC.

4. AJNC Physical Arrangements a 0 The AJNC is located in the auditorium at Niagara Mohawk Power Corporation's Corporate Headquarters, 300 Erie Boulevard West; Syracuse.
b. The NM auditorium, located in the basement of the main building, will be used to brief media representatives. Press work areas will be provided in the rear of the auditorium. Phone and electrical lines have been designated. (See Encl. 9, Attachment I).
