Dear Sir:

This letter serves to provide PPkL's core shroud inspection scope and schedule for Susquehanna Steam Electric Station (SSES) Unit 1 in response to the requirements of Generic Letter 94-03 as committed to in the referenced PLA-4192.

PP&L commits to perform the scope of inspections as defined in the BWR Core Shroud Inspection and Flaw Evaluation Guidelines prepared by General Electric Nuclear Energy for the BWROG Vessel Internals Inspection Project, GENE-523-113-0894 for Category B plants. For SSES Unit 1, this inspection will include welds H-3, H-4, H-5, H-6A, and H-7 asshown on . All accessible portions of these welds will be inspected during the Unit 1 8th Refueling and Inspection Outage scheduled to begin in March 1995.

Due to the fabrication materials used, early plant chemistry, and the age of Unit 1, as referenced in PLA-4192, we do not expect to find any significant cracking (defined as greater than 10% of weld length). In the case where no significant cracking is found, we plan to perform additional weld inspections, beyond those cited above, as permitted by the outage schedule. Any of these additional inspections that are not completed will be accomplished in the next Unit 1 refueling and inspection outage scheduled to start in September 1996.

In the case where significant cracking is found, the examination scope for the Unit 1 8th Refueling and Inspection Outage will be increased to include all accessible portions of the remaining circumferential welds. These remaining welds are H-l, H-2; and H-6B, as shown on .

FILE R41-2A PLA-4233 Document Control Desk We currently plan to use the BWR Core Shroud Distributed Ligament Length Computer Program to assess structural integrity if any cracking is discovered. This program will be used to help determine ifrepairs are necessary to ensure the structural integrity of the shroud. Ifrepairs are necessary, they will be performed in accordance with the BWR Core Shroud Repair Design Criteria and Flaw Evaluation Guidelines prepared by General Electric Nuclear Energy for the BWROG Vessel Internals Project.

We will submit results from the Unit 1 core shroud inspections to NRC within 30 days following the completion of all inspections accomplished during each Unit 1 outage as stated above. Also, we will forward our core shroud inspection scope and schedule for SSES Unit 2 at least 90 days prior to the beginning of the Unit 2 7th Refueling and Inspection Outage currently scheduled to start in September 1995.
