On February 25, 1998, an ENS notification was made in accordance with 10CFR50.72(b)(2)(l) for a condition found while the

reactor was shutdown, which if it had been found while the reactor'was operating, could have resulted in the plant being in an unanalyzed condition. This notification was the result of an issue raised in late January, 1998 regarding the basis for a step in the ice basket weighing procedure which allowed for up to 60 baskets to be unpinned at a time for weighing during Modes 3 and

4. A search for the basis for the procedural step allowing the unpinning of the 60 baskets was conducted and no documentation could be located. It was subsequently determined that the plant could have been in an unanalyzed condition during the periods when that specific portion of the procedure was performed, and the February 25, 1998 notification was made. This interim LER is therefore submitted in accordance with 10CFR50.73(a)(2)(l)(B), for an unanalyzed condition.

The ice condenser consists of 24 bays containing 81 baskets each, arranged in a 300 degree arc between the containment and crane walls. The baskets are required to contain a minimum weight of borated ice, and a surveillance is periodically performed to weigh a representative sample of the baskets to assure that the minimum weight requirement is met. To perform this surveillance, the baskets are physically lifted and weighed. The ice baskets are held down by a u-bolt arrangement attached to the lower support beam with a clevis pin, which is necessary to prevent movement of the basket during LOCA and seismic events. The clevis pin must be removed to lift and weigh the basket.

Ice baskets are no longer unpinned during Modes 3 and 4, and recollection of cognizant plant personnel is that this procedural option has not been used in more than ten years. Archive records are being reviewed to ascertain the last time the baskets were unpinned in this manner. Because online basket unpinning is no longer necessary for the performance of basket weighing, the procedure will be revised to eliminate this option. It is expected that an update to this interim LER will be submitted by April 3, 1998.
