Ginna Nuclear Power Plant, Unit No. 1 Docket No. 50-244 On December 26, 1978 a continuous fire watch with portable equip-ment was stationed for testing and repair of the Halon system for the Com-puter Room and Relay Room at 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br />. At approximately 1500 hours0.0174 days <br />0.417 hours <br />0.00248 weeks <br />5.7075e-4 months <br /> QC personnel performing surveillance discovered that contrary to Technical Specification 3. 14.4.1 the assigned fire watch was found to be not within the area affected by system impairment, but was located in an adjacent area in the Turbine Building, where repairs on the Halon system were in progress.

The fire watch was immediately'elocated to the proper area. At all times the fire detection system alarm for Relay Room and Computer Room was operable and observable to Control Room personnel.

Fire watch personnel customarily are assigned to monitor maintenance activities for fire hazards connected with them, and their familiarity with Technical Specification assignment requirements for areas of fire protection system impairment are limited. The proper assignment for the fire watch in this case was not adequately communicated as the procedures used by the test personnel and the repair personnel gave only general reference to the Technical Specifications. These personnel have been reinstructed on the specific requirements of the Technical Specifications. Changes to test procedure PT-13.1.9 Halon System Testing (Resetting) Computer Room and Relay Room and the maintenance procedure M-67.5 Halon System Maintenance, Computer Room and Relay Room have been initiated to clearly indicate the fire watch assignment, and are expected to be in effect by January 16, 1979.
