hIEETING SUhNARY, APPENDIX R; SCHEDULAR EXEMPTION RE(VEST AND ALTERNATIVE SHUTDOWN SYSTEM, FEBRUARY 22, 1984 The purpose of the meeting was for Rochester Gas and Electric Corporation (RG&E) to discuss their proposed exemption requests and Alternative Shutdown System with the staff.

The list of attendees (Enclosure I) and a copy of the agenda (Enclosure

2) are enclosed.

RG&E provided submittals to the staff in 1981 and 1982 describing how the provisions of Appendix R would be met.

The system proposed by the licensee and approved by the staff in April 1983 included new vital bus switch gear, new dedicated shutdown system switch gear, and a

new dedicated shutdown system control panel.

In addition to satisfying the requirements of Appendix R, the

~ proposed changes were anticipated to resolve some of the requirements resulting from the Systematic Evaluation Program (SEP) review.

As the SEP reviews progressed, it became clear the system proposed by RG&E was not necessary for resolution of certain SEP issues.

As a result of the technical changes as well as escalating cost estimates for the system, RG&E decided to reevaluate the means for meeting Appendix R requirements.

In their letter of December 27,

1983, RG&E requested a schedular exemption.

RG&E's letters January 16, 1984 transmitted their new alternative shutdown proposal.

The discussion on February 22, 1984 regarding the schedular exemption request dealt primarily with the licensee proposed compensatory measures which were:

I) interim procedures which will direct the operators to various local control stations and provide information for equipment operation and fuse pulling and cable cutting activities required for isolation from fire-affected circuits; and 2) a daily inspection performed by a shift supervisor or higher management person in all areas where fire area boundaries are being upgraded.

The staff indicated that, in thos@ fire areas where interim shutdown procedures cannot be provided to compensate for the loss of all shutdown related

systems, a

daily tour of the fire areas is not acceptable.

Acceptable measures would be either: I) interim shutdown procedures that reasonably compensate for the loss of all shutdown related functions; or 2) the instal.lation of an automatic fire suppression system; or 3) a fire barrier around one shutdown division.

RG&E indicated that it appeared that compensatory measures could be developed that would be acceptable to the NRC.

Procedures developed as part of the compensatory measures would be sent to the NRC as they are developed with the first ones expected in early April 1984.

February 29, 1984 The staff discussed the items included under Alternative Shutdown Technical Issues (Enclosure

2) to obtain clarification of the information provided with the January 16, 1984 submittal.

The staff indicated that, based on its preliminary review, sufficient, justification had not been provided to recommend that the exemption requests for unprotected structural steel and equivalent fire barriers be granted.

The licensee indicated that they will reconsider these exemption requests in light of the staffs comments and will contact the staff at a future date to propose an appproach to the resolution of their issues.

The licensee also indicated that it will be necessary to request an additional exemption request for the open hatchways in the floor between Intermediate Building fire areas IBN and IBS.
