%e draft Safety Evaluation Report (SER) concerning Plant Hatch Units 1 and 2 compliance with Appendix R to 10CFR50 transmitted with your letter dated January 20, 1983, proposed denial of seven Georgia Power Company (GPC) exemption requests. Subsequently, a meeting with the NRC staff was held on March 30,1983, to discuss the requested exemptions and other aspects of the Appendix R compliance program at Plant Hatch. As a result of the meeting, GPC submitted supplemental commitments related to certain requests for exemptions for 10 CFR 50.48 and Appendix R by letter dated April 28, 1983.

His letter was followed with a revised version of the " Response to 10 CFR 50.48 and Appendix R" on May 27, 1983.

Discussions with the NRC staff following the May 27, 1983 submittal have indicated concern with three exemption requests contained in the submittals. Enclosure 1 to this letter provides additional information to resolve the staff's concerns and justification for the exemption requests.

GPC will submit a revision to the " Response to 10 CFR 50.48 and Appendix R" dated July 1,1982 by November 30, 1983.

ENCLOSURE 1 CLARIFICATION OF EXBfPTION REQUESTS

%e following information is provided to address the concerns raised by the NRC staff related to the exemption requests contained in the May 27, 1983 revision to Georgia Power ' Company's July.1, 1982 submittal titled

" Response to 10 CFR 50.48 and Appendix R".

Unit 1' Reactor Building Elevation 130' x , ,

Panel C82-P002 is located north of R7 and contains the control and transfer switches for E51-F007. His is a path. I component in a panel Ain an area which contains path 2: components. %e control. and transfer

. switches for _ E51-F007 willt be relocated from panel C82-P002 to panel C82-P001' which > is located < south' of: R7 and contains only path I components.

Unit 2 Reactor Building Elevation 130'-

Motor Control Center (MCC) 2R24-S018B contains path 2 components only and is' located north of R19 in an area containing path I components.

%e effects of the loss of the_ components contained in this MCC will be circumvented by operator action; therefore, the MCC does not need to be protected.

Panel -2C82-P001B is located north of R19 in a path _1 area and presently contair.3 both path I and path 2 components. He path I components presently located on 2C82-P001B will be relocated to panel 2C82-P001A which contains only path 1 components' and is located adjacent to panel 2C82-P001B. To protect the panels from an exposure fire, the present missile shield in front of the panels will be upgraded to provide a more effective fire -resistant barrier. .We missile shield will also be extended around and behind the panels to protect the side and rear of

  • the panels. A partition will be installed between the rear of the

-panels: and the- shield behind the panels in order to enhance the i separation between 2C82-P001A and 2C82-P001B. A fire detection and suppression system will also be available in the area of 2C82-P001A4B.

A halon -system (or equivalent) and fire detection system will be installed within panels .2C82-P001A- and - 2C82-P001B to limit the consequences of a. fire internal to the panels. An exemption is requested for the separation criteria of paragraph III.G.2 of Appendix R for .the non-fire- rated ~ barrier between panels .2C82-P001A and

.2C82-P001B. %e modifications listed above will significantly reduce the probability of a fire damaging both path 1 and path 2 components in panels 2C82-P001A and 2C82-P001B, respectively.
