"Another item of importance is the deterministic comparison of the seismic design basis with the information developed as a result of the first three elements of the license condition in the Unit I full power license.

As indicated in the staff's summary of the December 10-12 meeting on soil-structure interaction, we expect PGSE to submit detailed information on how this comparison will be carried out, which procedures will be used, and the rationale for assumptions made."

In a response to this request dated May 29, 1987, you proposed a "Method for Deterministic Evaluation".

lie have reviewed the proposed method and although it addresses certain aspects of the request, insufficient attention is given to the details of the deterministic comparison using the results of the first three (non-PRA) elements of the license condition.

Enclosed is a list of deterministic comparisons that the staff expects to be made.

It is necessary to make these comparisons in order to determine whether and to what extent there are differences between the earthquake loads esGmate3 'during the Hosgri reanalyzis and the earthquake loads considered appropriate as a result of the first three elements of the license condition.

The result of the comparisons should be discussed as part of the LTSP and any exceedance of Hosgri parameters should be assessed as indicated in element 4 of the license condition.

A key element in these comparisons is the use of the 84% free field response spectrum rather than the medium level since the 84% is consistent with both current review practice and that assumed in the Hosgri reanalysis (Supplement 5 to Diablo Canyon Safety Evaluation Report, September 1976).

Hosgri 0.75g Newmark Response Spectrum (RS) with LTSP 84% free field RS.

This provides a baseline comparison between ttte two free field ground motion estimates without the influence of other factors.

2.

LTSP 84% free field RS with LTSP Basemat motion after input of 84% free field into Soil-Structure Tnteraction (SSI).

This will allow for an evaluation of the effect of the SSI on the ground motion estimate.

3.

LTSP 84K free field RS with 845 free field RS modified by effects of justified spatial incoherency.

This will allow for an estimate of the sensitivity of the ground motion to spatial incoherency assumptions.

4.

Hosgri Tau reduced Newmark RS for different structures, with LTSP 84%

free field modified by SSI and justified spatial incoherency.

This allows a comparison of the building input motions of the Hosgri reanalysis with the building input motions of the LTSP structure by structure.

In older to make a more meaningful judgement as to the significance of the above comparisons we suggest that the following comparison also be made:

Hosgri estimated structural response parameters such as base shear, overturning moment and floor response spectra including, but not limited to, the operating floor level with similar consistent LTSP parameters derived using 84% free field, SSI, gustified spatial incoherency and appropriate structural parameters.
