REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE-DIABLO CANYON UNITS 1

AND 2 (TAC NOS.

55305 and 68049)

By letter dated June 15, 1990, Pacific Gas and Electric Company submitted the following document and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790:

"CE444 (UPLIFT) Seismic Soil-Structure Interaction Analysis with Basemat Uplift" Theoretical Manual, Revision 1, July 1984 The Bechtel Power Corporation's affidavit forwarded with the documents stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

1.

The information contained in the documents in owned and has been held in confidence by Bechtel Power Corporation (BPC).

2.

The information consists of data relative to a process (or component, structure, tool, method, etc.) the application of which secures competitive economic advantage, e.g.,

by optimization or improved marketability to BPC.

3.

Public disclosure of the information would put BPC at a competitive disadvantage by reducing competitor's expenditure of resources at their expense.

We have reviewed your application and the material based on the requirements and criteria of 10 CFR 2.790.

On the basis of the affidavit, we have deter-mined that the submitted information to be withheld contains trade secrets or proprietary commercial information.

Therefore, "CE444 (UPLIFT) Seismic Soil-Structure Interaction Analysis with Basemat Uplift" Theoretical Manual, will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of

1954, as amended.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the'ocuments.
