Information - Change to Lists of Owners, Officers, Directors and Executive Personnel Gentlemen:

This letter transmits changes in Wolf Creek Nuclear Operating Corporation's (WCNOC) updated list of Owners, Officers, Directors and Executive Personnel (OODEP) for WCNOC and some of its owner companies in respect of the Nuclear Regulatory Commission's Foreign Ownership, Control or Influence (FOCI) determination and Facility Security Clearance determination for WCNOC and Wolf Creek Generating Station.

The reference transmitted separate, updated, confidential OODEP lists for WCNOC and its three owner companies (Kansas Gas and Electric Company [KGE], Kansas City Power & Light Company [KCPL] and Kansas Electric Power Cooperative, Inc. [KEPCo]) as well as for KGE's ultimate parent company, Westar Energy, Inc., and KCPL's ultimate parent company, Great Plains Energy Incorporated [GPE]. By this letter, WCNOC is transmitting notice of recent changes of indebtedness for Great Plains Energy and OODEP for KEPCo in accordance with 10 CFR 95.17(a)(1 ).

Specifically, this letter is to advise the NRC that:

• Mr. Paul R. Wilson has been appointed Alternate Trustee for KEPCo, effective January 31, 2017. Mr. Wilson's personal information for KEPCo's OODEP list appears in Enclosure I.

• T. Rowe Price Associates, Inc. has acquired greater than 5 percent but less than 10 percent of GPE common stock. T. Rowe Price is a Maryland company as noted in the Securities and Exchange Commission (SEC) Schedule 13G filing. A copy of the filing is provided in Enclosure II. *

• Franklin Resources, Inc. has acquired greaterthan 5 percent but less than 10 percent of GPE common stock. Franklin Resources is a Delaware company as noted in the SEC Schedule 13G filing. A copy of the filing is provided in Enclosure II.

• BlackRock, Inc. has acquired greater than 10 percent of GPE common stock.

BlackRock is a Delaware company as noted in the SEC Schedule 13G/A filing. A copy of the filing is provided in Enclosure II.

WCNOC also wishes to advise the NRC of recent non-significant changes to information on certain individuals named in the KEPCo OODEP list provided with the reference, as follows:

• Mr. Leon T. Eck is no longer Alternate Trustee for KEPCo.

• Mr. Steven 0. Foss, formerly Trustee for KEPCo, was named Executive Committee Member, Trustee.

• Mr. Scott H. Wittington, formerly President, Executive Committee Member, Trustee for KEPCo, was named Executive Committee Member, Trustee.

• Mr. Kevin D. Compton, formerly Vice President, Executive Committee Member, Trustee for KEPCo, was named President, Executive Committee Member, and Trustee.

• Mr. Robert D. Short, formerly Treasurer, Executive Committee Member, Trustee for KEPCo, was named Vice President, Executive Committee Member, and Trustee.

• Mr. Dean L. Allison, formerly Secretary, Executive Committee Member, Trustee for KEPCo, was named Treasurer, Executive Committee Member, and Trustee.

• Mr. Douglas J. Jackson, formerly Trustee for KEPCo, was named Secretary, Executive

. Committee Merriber, and Trustee.

The enclosed OODEP information contains personal confidential information. Therefore, WCNOC requests that the NRC treat enclosure I as exempt from public disclosure under 10 CFR 2.390(a)(6) as "Personal and medical files and similar files, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy."
