UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 January 26, 2015 Mr. Michael P. Gallagher Vice President, License Renewal Projects Exelon Generation Company, LLC 200 Exelon Way Kennett Square, PA 19348
SUBJECT:
DETERMINATION OF ACCEPTABILITY AND SUFFICIENCY FOR DOCKETING, PROPOSED REVIEW SCHEDULE, AND OPPORTUNITY FOR A HEARING REGARDING THE APPLICATION FROM EXELON GENERATION COMPANY, LLC, FOR RENEWAL OF THE OPERATING LICENSES FOR LASALLE COUNTY STATION, UNITS 1 AND 2 (TAC NOS. MF5347 AND MF5346)
Dear Mr. Gallagher:
By letter dated December 9, 2014, the U.S. Nuclear Regulatory Commission (NRC) received the Exelon Generation Company, LLC (Exelon) application for renewal of facility operating license numbers NPF-11 and NPF-18 for LaSalle County Station (LSCS) Units 1 and 2, respectively. Notice of receipt of this application was published in the Federal Register on December 18, 2014 (79 FR 75598). The purpose of this letter is to provide the results of the NRC staff's acceptance review of the license renewal application (LRA) for LSCS. The acceptance review determines whether the application contains sufficient information to allow the NRC staff to proceed with the safety and environmental reviews.
The NRC staff has reviewed your application following the guidance in NUREG-1800, Revision 2, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants, and NUREG-1555, Supplement 1, Revision 1, Standard Review Plans for Environmental Reviews for Nuclear Power Plants. The NRC staff has determined that the application is complete and acceptable for docketing, in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Sections 2.101, 54.19, 54.21, 54.22, 54.23, 51.45, and 51.53(c).
However, the NRC staffs determination does not preclude requests for additional information (RAIs) as the review proceeds.
This letter also forwards the NRC staffs safety and environmental review schedule for the LSCS application (Enclosure 1). The NRC staff will follow established review procedures and the enclosed schedule to complete the reviews required by 10 CFR Parts 51 and 54. The schedule of work activities and milestones for performing the LRA review for LSCS reflects a 22-month review schedule. Milestones for hearing activities are not included in the enclosed schedule because these activities are determined by the Commission or the Atomic Safety and Licensing Board.
The NRC staff noted that LSCS will be conducting a scheduled outage from early February 2015 until late February 2015, and has requested that license renewal audits not be scheduled prior to March 9, 2015 due to resources availability.
We would like to emphasize that the review of your LRA will be very detailed and thorough, and that the NRC staff will make every effort to meet the scheduled milestones. Thus, your responses to the NRC staff's RAIs, if needed, must be complete and provided in a timely manner. We request that you inform the NRC staff as early as possible should potential delays arise in your support of the schedule.
Finally, we have also enclosed a copy of the notice related to your application that is being sent to the Office of the Federal Register for publication (Enclosure 2). This notice announces the opportunity to request a hearing and to file a petition for leave to intervene.
If you have any general questions on this matter or any questions related to the safety review of the LSCS LRA, please contact Mr. Jeffrey Mitchell, Project Manager, by telephone at 301-415-3019 or by e-mail at Jeffrey.Mitchell2@nrc.gov. If you have any questions related to the environmental review of the LSCS LRA, please contact Mr. David Drucker by telephone at 301-415-6223 or by e-mail at David.Drucker@nrc.gov.
Sincerely,
/RA/
Christopher G. Miller, Director Division of License Renewal Office of Nuclear Reactor Regulation Docket Nos. 50-373 and 50-374
