5000 Dominion Boulevard, Glen Allen, VA 23060 DominEON Web Address: www.dom.com December 4, 2014 Attention: Document Control Desk Serial No.14-586 U. S. Nuclear Regulatory Commission NLOS/MAE: RO Washington, DC 20555-0001 Docket No.: 50-305 72-64 License No.: DPR-43 DOMINION ENERGY KEWAUNEE. INC.

KEWAUNEE POWER STATION WITHDRAWAL OF EXEMPTION FROM 10 CFR 73 Dominion Energy Kewaunee, Inc. (DEK) requested an exemption from 10 CFR 73 related to security manpower in an October 8, 2013 letter (Serial No. 13-287D). DEK also responded to a request for additional information related to this exemption in an April 11, 2014 letter (Serial No.14-165). The purpose of this letter is to withdraw this exemption request.

DEK submitted Revision 0 of the KPS Post-Shutdown Decommissioning Activities Report (PSDAR) on February 26, 2013 (Serial No.13-064). Revision 0 indicated all spent fuel in the spent fuel pool would be transferred to the Independent Spent Fuel Storage Installation (ISFSI) by July 1, 2020. The subject exemption was submitted to reduce manpower for six (6) years (assuming a one year review and approval period).

Revision 1 of the PSDAR was issued on April 25, 2014 (Serial No.14-116). Revision 1 of the PSDAR revised the expected date that all spent fuel in the spent fuel pool would be transferred to the ISFSI to the end of 2016. Thus, there are now two (2) years left prior to all spent fuel being transferred to the ISFSI. DEK has determined that it is more practical to focus resources on gaining approval of an "ISFSI only" security posture during the two (2) years remaining until all fuel is in the ISFSI. Therefore, DEK is requesting that this exemption be withdrawn.
