Construction Mission Statement To provide assurance in the safety of future operations at new nuclear facilities by ensuring that licensees and applicants construct the facilities according to approved design criteria, using appropriate practices and quality materials.

Background

  • 1973: Construction permits (CP) issued for Watts Bar
  • 1985: TVA suspended construction at Watts Bar
  • August g 3,, 2007: TVA informed NRC of its p plan to resume construction of Watts Bar Unit 2
  • July 7, 2008: Unit 2 CP extended to March 31, 2013 (later extended to September 30 30, 2016)
  • April, 2012: TVA announced completion of Unit 2 construction scheduled for 2015 8

Inspection Results

  • Overall assessment was that:

- TVAs program and procedures were adequate to support ongoing i construction t ti activities ti iti

- TVA was constructing the facility at an acceptable level of quality

  • Twelve ((12)) violations were identified byy NRC inspectionsp

- Three (3) violations related to the commercial dedication program characterized as a Severity Level III problem

- Nine (9) Severity Level IV violation

  • No substantive cross-cutting issues 14

Inspection Focus for 2014

  • Region II and Resident Inspector resources to match TVAs revised schedule for fuel load
  • Continue with planned inspections for Watts Bar 2
  • Pre-operational testing inspections will significantly increase
  • Continue planning for Fukushima related modifications

- Perform inspections as work is performed

  • Operational readiness inspections ongoing 15
