Previous Submittals:

The New Nuclear QA Plan, NNP-TR-001-NP Quality Assurance Program Description For TVA New Nuclear, Revision 2 was approved by the NRC on December 12, 2023 (ML23254A050). This is formatted to ASME NQA12015, Quality Assurance Requirements for Nuclear Facility Applications.

The TVA Nuclear Fleet submitted a revision of its current Nuclear Quality Assurance Plan (NQAP) on April 1, 2024. Current format follows ANSI N45.21971, Quality Assurance Program Requirements for Nuclear Power Plants, and ANSI N18.71976, Administrative Controls and Quality Assurance for the Operational Phase of Nuclear Power Plants. The Proposed NQAP follows the ASME NQA12015 standard (ML24093A047).

Previous Meetings:

In a July 10, 2024, public meeting with TVA, the NRC had the following questions:

1. Does the TVA New Nuclear QAPD or QAPD for TVA Nuclear govern the activities performed by TVA New Nuclear Programs?

2. What is meant by statement in both QAPDs and operation of nuclear plant(s) at multiple sites?

3. Which aspects of the CRN SMR are covered by TVA NQAPLN89A, and which aspects are covered by NNPTR001NP?

Submittal Content In response to the NRC questions, TVA plans to revise the attachments to as follows: Attachment 1:

Clarified the TVA Fleet Nuclear Quality Assurance Plan (NQAP) is the Quality Assurance Program Description (QAPD or Fleet QAPD)

Revised the site applicability for operation of nuclear plant(s) at multiple sites to specify operation of nuclear plants at Brown's Ferry Nuclear (BFN), Sequoyah Nuclear (SQN), and Watt's Bar Nuclear (WBN).

Clarified that the Fleet QAPD applies to the Clinch River Nuclear (CRN) Small Modular Reactor (SMR)

Project while under an approved early site permit (ESP) as well as the TVA New Nuclear Program Organization which addresses infrastructure and programmatic matters with siting, licensing, and planning for new nuclear projects, until such time as the Quality Assurance Program Description for TVA New Nuclear (NNQAP, Reference NNP-TR-001-NP-A) is implemented AND the Construction Permit Application (CPA) for CRN Project is approved by the NRC. After this milestone, New Nuclear Projects and Program work for siting, site-selection, design, licensing, planning, construction, and operation of new TVA nuclear plants (including the CRN SMR Project after issuance of the Construction Permit) are addressed under the TVA NNQAP.

Clarified the Scope/Applicability of the Fleet QAPD to include above statement about quality related activities and which QA Plan governs them.

Aligned positional titles and descriptions to NNQAP referenced titles and descriptions.

Clarified TVA Nuclear will maintain existing commitments to Regulatory Guide 1.26 as specified in each plants UFSAR.
