RE: CILRT for North Anna Restart - memo DLR comments.docx If structural analyses indicate that containment structures, e.g. airlocks, penetrations, were over-stressed, then an ILRT is indicated. Likewise, if IST testing of valves during the shutdown finds problems. Otherwise, we have recommended the thorough visual inspection that is performed prior to an ILRT. My reading of the IAEA guidance is that it recommends a graded approach, with additional inspection/testing if walk downs, functional tests, etc. reveal problems.

CILRT for North Anna Restart - memo DLR comments.docx The attached includes a recommendation for a CILRT for NA restart. This is a significant issue. I haven't seen a similar recommendation from DSS/SCVB.

May I request that DSS and DLR reconcile this issue?
