RE: Visit to North Anna Yong/George, Considering it is fairly certain that the OBE has been exceeded and there is high likelihood that the SSE was also exceeded, we need to find out if the licensee's plans for restart will follow guidance provided in RG 1.167 or a more comprehensive plan/approach. The reason is that RG 1.167 was envisioned to address seismic exceedance beyond the OBE, but, below the SSE. To my recollection, this is probably the first time when the SSE for a plant may have been actually exceeded and it wasn't just a postulated event.

One other important question to ask the licensee is to identify any component or relay that are supposed to be functional/operable to shutdown the plant, that were found inoperable due to the high ground acceleration exceeding the design basis earthquake. If such scenario has occurred, we need to know to what acceleration were these equipment seismically qualified.

Having said all that, we can't lose sight that such exceedance may have only been in the high frequency range of the ground spectrum.
