MILLSTONE POWER STATION UNIT 3 SUPPLEMENTAL INFORMATION REGARDING STRETCH POWER UPRATE LICENSE AMENDMENT REQUEST Dominion Nuclear Connecticut, Inc. (DNC) submitted a stretch power uprate (SPU) license amendment request (LAR) for Millstone Power Station Unit 3 (MPS3) in letters dated July 13, 2007 (Serial Nos. 07-0450 and 07-0450A), and supplemented the submittal by letters dated September 12,2007 (Serial No. 07-0450B) and December 13, 2007 (Serial No. 07-0450C). The SPU LAR included a revised spent fuel pool criticality analysis with proposed changes in Technical Specification (TS) requirements for Spent Fuel Pool Regions 2 and 3, based on fuel enrichment, burnup and decay time.

In telephone conversations on November 23 and 27, 2007, between Mr. J. G. Lamb of the NRC and Mr. R. S. Thomas of DNC and also on February 19, 2008, between Mr. H.

K. Chernoff of the NRC and Mr. W. D. Bartron of DNC, the NRC indicated that additional time would be needed to complete the issue-specific technical review of that portion of the original SPU LAR submittal related to a revised spent fuel pool criticality analysis. Accordingly, DNC is requesting the spent fuel pool criticality analysis portion of the SPU LAR be reviewed separately and on an independent schedule. Additionally, as a result of these discussions, Mr. Thomas agreed to a revised project schedule that included the spent fuel pool criticality analysis portion of the SPU LAR being issued independent of the balance of the proposed SPU LAR changes.

Separating the NRC technical review of the spent fuel pool criticality analysis portion of the SPU LAR from the remainder of the original SPU LAR submittal will not alter the content and rationale of the original SPU LAR submittal and supplements. Furthermore, the scheduled NRC approval of the remainder of the SPU LAR on or before August 15, 2008 should not be affected by this request.

ONC requests the completion of the review and approval of the spent fuel pool criticality analysis portion of the SPU LAR by November 14, 2008.

The information provided by this letter does not affect the conclusions of the significant hazards consideration discussion in the December 13, 2007 DNC letter (Serial No.

07-0450C).
