OF FEBRUARY 17, 2010, MEETING WITH DNC TO DISCUSS RESPONSES TO THE REQUEST FOR ADDITIONAL INFORMATION REGARDING MPS3 SPENT FUEL POOL CRITICALITY LICENSE AMENDMENT REQUEST (TAC NO. IVID8251)
On February 17, 2010, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of DNC at NRC Headquarters, Gateway Building, 7201 Wisconsin Ave, Suite 425, Bethesda, MD 20814-4810. The purpose of the meeting was to discuss DNC's approach in responding to the NRC staff's request for additional information, dated January 26, 2010, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML100200490) regarding the Millstone Power Station, Unit NO.3 spent fuel pool (SFP) criticality amendment request. Enclosed is a list of attendees.
By letter dated July 13, 2007, (ADAMS Accession No. ML072000386) DNC submitted a license amendment request for a stretch power uprate (SPU) of MPS3. Included in a supplement dated July 13, 2007, (ADAMS Accession No. ML072000281) was a request to amend the MPS3 SFP storage requirements. By letter dated March 5, 2008 (ADAMS Accession No. ML080660108),
DNC separated the MPS3 SFP storage requirements request from the MPS3 SPU request.
On January 26,2010, (ADAMS Accession No. ML100200490) the NRC staff issued a request for additional information (RAI). These questions represent the current outstanding issues the NRC staff has identified with respect to reaching a decision on the proposed amendment.
During the meeting, DNC provided handout material describing the approach to address the NRC's RAI questions. A copy of the handout material can be found in ADAMS (Accession No. ML100500982). The NRC staff expressed general agreement with the DNC RAI response approach, as described in the handout for RAls 26, 27(b), 27(c), 27(d), 27(e), 28, and 29.
Based on discussions with the NRC staff regarding RAI 27(a), DNC proposed to re-run all SCALE 5.1 computer modeling cases used to develop calculational penalties with SCALE 4.4 computer models. In addition, with regard to RAI 30, DNC proposed to replace SCALE 5.1 computer run information with SCALE 4.4 computer run information and provide any necessary clarifications. The NRC staff expressed that the DNC proposals appeared to be acceptable.
No proprietary information was discussed at the meeting. In addition to DNC, contractor personnel from Westinghouse were present. Members of the public were not in attendance.
