Dear Mr. Kansler:
The Nuclear Regulatory Commission (NRC) Confirmatory Order EA-05-190 (Reference 1) required Entergy to install backup power for the prompt notification system, which is used to alert the public of an event at Indian Point, by January 30, 2007. The Order also required Entergy to submit a test plan which would demonstrate the satisfactory performance of all (100%) of the proposed notification system components, including the ability of the backup power supply to meet its design requirements. Entergy submitted a test plan to the New York State Emergency Management Office in conjunction with the initial design report on April 27, 2006 (Reference 2), and subsequently submitted a revised test plan to the NRC on July 5, 2006 (Reference 3).
The NRC staff has reviewed the revised test plan and has approved it as meeting the requirements as stated in the Confirmatory Order. It is expected that Entergy shall conduct and document testing of the notification system components as stated in the test plan prior to declaring the system operable. The test results shall be made available to NRC staff and Department of Homeland Security staff when requested.
