LR-N08-0063 LCR H05-01, Rev. 1 U. S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555-0001 Hope Creek Generating Station Facility Operating License No. NPF-57 NRC Docket No. 50-354

Subject:

Comments on Draft Safety Evaluation for Extended Power Uprate

Reference:

1) NRC Letter dated February 28, 2008, "HOPE CREEK GENERATING STATION - TRANSMITTAL OF DRAFT SAFETY EVALUATION WITHOUT STEAM DRYER INPUT - EXTENDED POWER UPRATE (TAC NO. MD3002)
2) NRC Letter dated March 3, 2008, "HOPE CREEK GENERATING STATION - TRANSMITTAL OF DRAFT STEAM DRYER SAFETY EVALUATION INPUT - EXTENDED POWER UPRATE (TAC NO.

MD3002)"

In References 1 and 2, the NRC provided PSEG Nuclear LLC (PSEG) copies of the draft Safety Evaluation (SE) for the Extended Power Uprate (EPU) amendment request for Hope Creek. The proposed EPU amendment would increase the authorized maximum power level by approximately 15 percent, from the current licensed thermal power of 3,339 megawatts thermal (MWt) to 3,840 MWt.

The NRC noted (in References 1 and 2) that the draft SE is being withheld from public disclosure at this time, because it contains proprietary information pursuant to Title 10 of the Code of FederalRegulations Section 2.390. The NRC staff had made some preliminary proprietary markings in the draft SE, however, the staff believed that not all proprietary text had been marked.

PSEG's comments regarding the proprietary content in the draft SE are provided in Enclosures 1 and 2 to this letter. The enclosures are marked proprietary consistent with the draft SE provided in References 1 and 2.
