SUBJECT:

Application for Amendment of Operating License Enclosed is Omaha Public Power District's (0 PPD) " Application for Amendment of Operating License" which seeks to amend the Fort Calhoun Station Unit No.1 Technical Specification (TS). The changes requested will delete the Limiting Condition for Operation (LC0) and associated surveillance for the control room tempersture and replace it with an LC0 and surveillance on the control room air conditioning system. Two air conditioning units were installed in response to LER-94-10. The proposed change will provide guidance in TS 2.12 consistent with NUREG-1432 Standard TS for Combustion Engineering Plants to incorporate administrative controls that are presently in place for the air conditioning units.

In rewriting TS 2.12, requirements were identified related to performing refueling operations that should be included as TS by the inclusion criteria of 10 CFR 50.36. Therefore, the definition section, TS 2.1 " Reactor Coolant System," 2.6 " Containment System," and 2.8 " Refueling Operations," and associated surveillance requirements are proposed for revision to incorporate the design basis requirements for refueling operations and to correspond to NUREG-1432. Three requirements will be relocated to the Updated Safety Analysis Report (USAR) as they do not meet the criteria of 10 CFR 50.36 for inclusion as TS. These requirements are the Limiting Conditions for Operations that require a thermometer be in the control room, that direct communications between personnel in the control room and the refueling machine be available during core geometry changes, and that radiation levels be monitored continuously during refueling operations.

US Nuclear Regulatory Commission LIC-97-0050 Page 2 Attachment A contains a markup reflecting the requested changes of the Technical Specifications. Attachment B provides the " Discussion, Justification and No Significant Hazards Consideration."

0 PPD respectfully requests these changes be approved by January 1, 1998 with a 60 day implementation period in order to implement these changes prior to the 1998 refueling outage.
