Dear Mr. Eisenhut:

An appeal meeting regarding Confirmatory Item No.12 of the CESSAR-F SER was held March 23, 1983, between Combustion Engineering (C-E) and the Nuclear Regulatory Commission (NRC). Confirmatory Item No.12 concerns the CESSAR-F Interface Requirement for sump pH following a LOCA. The CESSAR-F position was based on hydrazine injection provided by the Iodine Removal System (IRS) to the containment sprays, which allows maintenance of a lower value of sump pH than specified in the SRP.

As a result of that meeting, it was agreed that the discussion of the IRS in CESSAR-F is acceptable provided that C-E revise CESSAR-F to specifically require the ability to refill the Spray Chemical Storage Tank to ensure IRS restart capability for long term iodine control. Accordingly, we have revised our report entitled, "Long Term Iodine Control in Reactor Containment Buildings Using Combustion Engineering Iodine Removal System", which was submitted via l the Reference. The enclosed document supercedes the earlier report in its I enti rety. Submittal of this revised report fulfills C-E's commitments for the l

resolution of Confirm-atory Item No.12 of the CESSAR-F SER. Changes to CESSAR-F identified in the enclosed report will be incorporated into a future amendment of CESSAR-F.
