Dear Mr. Knighton:

This letter provides Combustion Engineering's initial response to the reference letter. In that letter, you raised a number of questions concerning steam generator tube vibration observed in the the Palo Verde Units 1 and 2 steam generators.

We share your desire to understand more fully the mechanical and thermal-hydraulic phenomena which led to the observations at Palo Verde.

As you know from previous meetings, analysis has already been completed and remedial action taken to adequately assure the safe operation of the Palo Verde units.

In addition, Combustion Engineering is currently undertaking a thorough review of all the data, observations and information currently available.

Upon completion of this review, Combustion Engineering intends to identify any incomplete or inadequate aspects of our understanding.

Finally, Combustion Engineering will develop and implement whatever actions are necessary to adequately understand and document the recently observed phenomena.
