SUMMARY

OF MANAGEMENT ACTIONS Medical Review Officer (MRO) Six Month Report From July 1, 2002, through December 31, 2002, our records indicate the following results:

In the licensee personnel pool, Random program category, two (2) confirmed positives for a single substance were documented. In the short-term contractor personnel pool, Pre-Access program category, three (3) confirmed positives for single substances were documented.

Random Program In the Random program category, licensee personnel pool, two (2) confirmed positives for a single substance were experienced. Each individual participated in separate face to-face interviews with the Medical Review Officer and was provided the opportunity for split-specimen testing. One (1) individual, a co-op student intern, declined the opportunity to appeal. The Medical Review Officer adjudicated the individual as a confirmed positive and encouraged participation and completion of a rehabilitation program. The individual's unescorted access was denied and employment was terminated. Another individual, a full-time employee, also declined the opportunity to appeal. The Medical Review Officer adjudicated the employee as a confirmed positive.

The employee was placed on a 30-day suspension, unescorted access was denied and the individual actively participated in the Employee Assistance Program. This individual returned to work on December 23, 2002 and is presently participating in the licensee follow-up program.

Pre-Access Program In the Pre-Access program category, short-term contractor personnel pool, three (3) confirmed positives for a single substance were experienced. Each individual participated in separate face-to-face interviews with the Medical Review Officer and was provided the opportunity for split-specimen testing. One (1) individual chose to utilize the split-specimen appeal to the back-up laboratory and a repeat confirmed positive result was reported. The Medical Review Officer adjudicated all three (3) individuals as confirmed positive and unescorted access was denied. The Medical Review Officer also recommended that each individual should participate in their respective Employee Assistance Programs.

List of Events Reported During the period of July 1, 2002, through December 31, 2002, no events were reported under the provisions of 10 CFR 26.73 by Beaver Valley Power Station (BVPS).
