Dear Sir:

This letter submits the Third Inservice Inspection (ISI) Interval Inspection Program Plan for the James A. FitzPatrick Nuclear Power Plant. Pursuant to 10 CFR 50.55a, requests for relief from ASME Code requirements are included in this submittal as Appendx F to the Program Plan.

In accordance with 10 CFR 50.55a(g)(5)(ii), Reference 1 requested that snubber operability, surveillance, and records requirements in the Technical Specifications (TS) be relocated to plant I controlled documents. Approval of the proposed amendment was requested prior to the start of _j the third ten year interval to avoid cnnflicts between the requirements of the ASME Code and the TS. Since this amendment has not been issued as of the date of this letter, a request for relief from the snubber inspection requirements of ASME Secti:n XI, Article IWF-5000 is included in the ISI Program Plaa. Current TS snubber requirements are based on NRC Generic Letter 90-09 W.

(Ref. 2) rather than ASME Code requirements and were issued as License Amendment 180 (Ref.

3). The proposed attemative inspection in Relief Request 11 is in accordance with current TS requirements.
