Dear Sir:

The New York Power Authority (NYPA) submits this report in accordance with Technical Specification 3.12.F.2 and 6.9.B.2 to document our inability to restore a nonfunctional fire barrier to functional status within a seven day period.

On December 28, 1992, a fire barrier installed in front of a fire door, 76FDR-A-272-5 was determined to be nonfunctional due to identification of an unsealed opening in the barrier.

Appropriate compensatory measures including posting of a fire watch and initiation of a maintenance work request were taken.

Work was completed and the fire barrier restored to functional status on January 13, 1993. An assessment of the safety significance, JAF-ANAL-FPS-0861, concludes with reasonable assurance that the uns>'aled opening did not adversely effect divisional separation criteria nor did the opening present an unacceptable safety risk prior to its discovery and implementation of compensatory measures.
