DOCKET NO. 50-333 SPECIAL REPORT REGARDING NONFUNCTIONAL FIRE BARRIER DOORS

Dear Sir:

The New York Power Authority (NYPA) submits the following special report to update the status of deficiencies associated with fire barrier doors. These deficiencies were previously identified in Special Report JAFP-92-0782 dated November 9, 1992. On November 9, 1992, a number fire barrier doors had been declared nonfunctional. Although appropriate compensatory actions were taken,_a special report was submitted as required by Technical Specification-3.12.F.2 and 6.9.B.2 due to inability to restore all doors to functional status within the required time frame.

Subsequent to the November 9, 1992,--special report, NYPA has continued restoration of fire' barrier doors to functional status through repair, modification-or evaluation (consistent with the guidance contained in Generic Letter 86-10) as outlined in the corrective actions of the special report.

Between November 9, 1992, and December 9, 1992, five doors were declared nonfunctional. These doors-were included in the original group of doors declared nonfunctional prior taa November 9,-1992, but were then restored ta) a functional status and subsequently rendered nonfunctional again. This special report is submitted due_to inability-to restore these five doors to functional status within the' required time frame. As of December 11, 1992, these five doors have been restored to a functional status.

, Page As of December 9, 1992, 24 fire barrier doors remain nonfunctional based upon the revised surveillance test acceptance criteria. Appropriate compensatory measures are being taken in each cane, pending completion of corrective actions to restore the doors to functional status.

The corrective actions necessary to restore the remaining 24 doors to functional status are identified and work is in progress. Revised surveillance test criteria _and improved maintenance work procedures will facilitate timely and appropriate corrective action for any additional deficiencies.
