DOCKET NO. 50-333 SPECIAL REPORT REGARDING NONFUNCTIONAL FIRE PARRIER DOORS

Dear Sir:

The New York Power Authority (NYPA) submits the following special report to update the status of aeficiencies associated with fire barrier doors. Other fire door deficiencies have been identified through special-reports JAFP-92-0782 dated November 9, 1992, and JAFP-92-0854 dated December 17, 1992. Appropriate compensatory actions have been taken in each case upon identification of nonfunctional fire barrier doors. A special report is submitted in accordance with Technical Specification 3.12.F.2 and 6.9.B.2.

This report documents our inability to restore fire door 76FDR-A-272-4 to functional status within the required time frame. This door was determined to be nonfunctional on December 1, 1992, and not restored to functional status until December 11, 1992.

NYPA has continued restoration of fire barrier doors to functional status through repair, modification or evaluation (consistent with the guidance contained in Generic Letter 86-10).

l As of January 4, 1993, two fire barrier doors remain nonfunctional. Appropriate compensatory measures are being taken .in each case, pending completion of corrective actions to restore the doors to functional status.

The corrective actions necessary to restore the two doors to functional status are identified and work is in progress.

Revised surveillance test criteria and improved maintenance work procedures will facilitate timely and appropriate corrective action for any additional deficiencies.
